The City of Fountain Valley is seeking a strategic and proactive Risk Manager to join our team. This management classification is distinguished by the analytical, technical, administrative, budgetary and supervisory responsibility managing the Risk Management Program within the City Clerk’s Department. This classification is at-will and serves at the pleasure of the City Clerk/Risk Administrator.

CLASS DEFINITION
Under general direction of the City Clerk/Risk Administrator, this position will plan, organize, and direct a wide variety of comprehensive risk management activities with City-wide impact, including general liability lawsuits/claims, property and general insurance administration, workers’ compensation, employee safety programming, loss control and loss prevention. The Risk Manager will develop and manage a wide variety of activities to ensure the City’s risk management program, loss control, and related insurance functions are administered in a professional and cost-effective manner.
SUPERVISION RECEIVED AND EXERCISED
The incumbent is a confidential at-will employee who works under the general direction of the City Clerk/Risk Administrator, with guidance from the Human Resources Director pertaining to the workers compensation program, and may exercise supervision over analytical, technical, and/or support staff.
ESSENTIAL DUTIES

- Plans, organizes, coordinates, and administers a comprehensive risk management program including, asset protection, employee safety, workers’ compensation, general liability, and property and loss recovery.
- Analyzes laws, legislations, and requirements pertaining to risk management, worker safety, and employee trainings; recommends policy and procedural changes to implement adopted legislation and to enhance program effectiveness/efficiency as needed.
- Analyzes risks and prepares recommendations concerning appropriate insurance/self-insurance coverage; consults with and advises the City regarding the procurement of cost-effective insurance policies.
- Maintains and analyzes cost and loss histories on City departments and operations; recommends changes and improvements to minimize losses.
- Manages the liability claims administration program; directs and coordinates with third-party administrators as required.
- Directs the survey of City facilities, programs, and operations to determine hazards, liability potential, and insurable risks.
- Confers with legal staff regarding legal aspects of potential liability and on claims litigation.
- Ensures compliance of program operations to all federal, State, and City regulations and ordinances.
- Analyzes current insurance developments and legislation and their implications for the City; may contract with consultants to obtain special information and advice.
- Ensures contracts, leases, and purchase documents are reviewed for proper hold-harmless clauses, insurance provisions, and other conditions that could cause loss or exposure to loss.
- Prepares and monitors risk management budget and strategic goals; monitors expenditures and approves requisitions.
- Participates as a management team member of the Administrative Department, in special projects, assignments, and strategic planning.
- Investigates, interprets, analyzes, and provides advice on risk/liability issues.
- Recommends loss prevention strategies.
- Manages and administers employee safety programming and training.
- Consults with City departments and provides recommendations on risk management problems.
- Approves contracts, waivers, hold harmless agreements, and insurance requirements.
- Provides information and recommendations to City Administration, City department directors, and department supervisors regarding risk management and insurance matters.
- Periodically assesses the quality of the workers’ compensation system; reviews doctors, third-party administrative services, etc. to ensure high quality.
REQUIRED KNOWLEDGE AND SKILL LEVELS
- Principles and practices of public sector risk management administration; including, policies, procedures, best practices, and methods related to workers' compensation and liability claims.
- Organizational practices as applied to the analysis and evaluation of ergonomic and safety programs, policies, and operational needs.
- Federal, state, and local laws and regulations relating to risk management, asset protection, and workers’ compensation programs.
- Business letter writing and the standard format for reports and correspondence; Record keeping principles and procedures; modern office practices, methods, and computer applications and equipment.
- Statistical and financial analysis and records management principles and practices.
- Policies and procedures regarding insurance claims processing and control.
- Techniques for effectively representing the City in contracts with insurance providers, governmental agencies, third-party administrators, and employees; program management, budgeting, and supervisory techniques.
REQUISITE ABILITIES
- Plan, organize, and carry out assignments from management staff with minimal supervision; manage a comprehensive City-wide Risk Management Program.
- Interpret, apply, and explain risk management programs; promote safety conscious behaviors and practices.
- Manage and coordinate with third-party administrators and claim adjusters.
- Research, analyze, interpret, and evaluate a variety of complex actuarial, insurance, and liability related data for completeness and accuracy; analyze, classify, and rate risks, exposure, and loss expectancies.
- Evaluate and monitor insurance contracts in an effective manner, ensuring proper hold-harmless clauses and other conditions are in place.
- Evaluate and investigate claims making sound recommendations within policy and procedural guidelines.
- Interpret, apply, explain, and ensure compliance with applicable federal, state, and local laws, codes, and regulations, and policies, procedures, and practices of risk management.
- Survey City facilities, programs, and operations to determine hazards, liability potential, and insurable risks.
- Prepare clear and concise reports, presentations, correspondence, policies, procedures, and other written materials.
- Operate modern office equipment, including computer equipment and specialized software applications and programs.
- Prepare clear, concise, and effective reports, correspondence, and other written materials; use English grammar effectively to communicate in person, over the telephone, and in writing.
- Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.
EDUCATION
Bachelor’s degree from an accredited college or university with major coursework in Human Resources, Public Administration, Industrial Relations, Personnel Management, Legal Studies, or a related field. A master’s degree in a related field is desirable.
EXPERIENCE
Five years of progressively responsible and professional public sector risk management experience; including experience in general liability, claims, workers’ compensation, employee safety programming, general insurance administration, loss control and loss prevention programs. Experience in a public safety setting such as fire or police is highly desirable.
LICENSE REQUIRED
Possession of a valid Class C California Driver’s License.
CERTIFICATION
Possess and maintain a valid Associate in Risk Management (“ARM”) is highly desirable.
FEMA-NIMS Incident Command (ICS) Training for ICS Personnel Designated as Leaders/Supervisors to be completed within twelve (12) months of employment.
SPECIAL REQUIREMENT
Must be available evenings and weekends as needed to attend City Council Meetings and urgent City or employee matters.
PHYSICAL TASKS AND ENVIRONMENTAL CONDITIONS:
Work is primarily performed in an office environment requiring prolonged sitting or standing; walking, kneeling, crouching, squatting, stooping and bending; input data into a computer terminal; exposure to computer glare, vibrations and pitch; ability to lift, carry and move objects totaling approximately 25 pounds in weight; and have mobility, vision, hearing and dexterity levels appropriate to the duties to be performed.
DISASTER SERVICE WORKER
All employees of the City of Fountain Valley are designated by both State law and City ordinance to be “Disaster Service Workers.” In the event of a declared emergency or any undeclared emergency or natural disaster that threatens the life, health and/or safety of the public, employees may be assigned to assist rescue and relief workers. Such assignments may be in locations, during hours and performing work significantly different from the employees’ normal work assignments and may continue through the recovery phase of the emergency.
