The Work You Will Do:
This Accounting Services Supervisor-i position oversees the staff and functions of the PCard Administration, Property Accounting, Cost Allocation, and Payroll Accounting Section within the Bureau of Finance and Accounting.
Your Specific Responsibilities:
Responsible for the management, administrative direction, and coordination of staff and activities of an operational unit or program within a budget, financial, and/or accounting services area. Provides guidance and direction to staff involved in fiscal and accounting services and programs, which may include grants compliance, budget analysis, account reconciliation, purchasing, payroll, collections, and financial reporting. Ensure subordinates are effectively communicated with, motivated, trained, and evaluated on directed work performance. Responsible for time and attendance of subordinates. Participates in strategic planning, staffing decisions, and other key areas. Assumes delegated authority/responsibility to recommend and implement policies within area of responsibility. Analyze and recommend new or updates to business systems for efficient and effective operating. Assists in developing and maintaining partnerships throughout the Agency to attain departmental goals and objectives. Conducts research as appropriate for projects or initiatives within the assigned section. May be assigned budgetary responsibilities.
Responsible for working with Agency financial and accounting records applying Generally Accepted Accounting Principles (GAAP). Monitors and reconciles revenue, disbursements, expenditures, and other financial related activity ensuring accuracy and compliance. Monitors and balances accounts and researches and resolves discrepancies. Compiles and analyzes financial data, prepares detailed financial reports, and provides budget and/or accounting related recommendations to management for decision making process. Recommends changes to processes, policies, and procedures. May audit and process accounts payable and/or receivable and related paperwork in compliance with state and Agency policies and procedures.
Responsible for the administration of the Purchasing Card program to include pre-audit and processing of account requests which include card orders, renewals, spend control updates, and account maintenance. Pre-audit includes verification of account codes, supporting documentation, authorization signatures, necessary justifications, and review of required reports.
Must communicate verbally and in writing with DEP personnel and/or vendors to provide assistance with questions and resolve any discrepancies found during any part of the pre-audit process. Assist with the researching of financial transactions and correcting errors by recording applicable entries in State’s financial management system, as needed. Acts as liaison with Department staff and the Department of Financial Services in purchasing card matters. Monitor financial records, to ensure compliance with Purchasing Card policies.
Perform monthly, quarterly, and/or yearly compliance reviews of department transactions to verify compliance with the Florida Chief Financial Officer’s rules and regulations, Florida Statutes, Florida Administrative Code, Department policy and procedures, Department of Management Services rules and regulations, and State’s financial management system requirements. Communicate any discrepancies found with applicable staff. Assist in the maintenance of written policies and procedures. Performs other related duties as required.
Required Knowledge, Skills, and Abilities:
Knowledge of and ability to interpret and apply related federal, state, and local laws, ordinances, rules, and regulations; interpret and apply related policies, procedures, principles, and practices; applicable computer applications and basic computer functions; electronic data processing as it applies to fiscal and accounting activities; ability to apply Generally Accepted Accounting Principles (GAAP); principles and practices of project planning, development, and evaluation; concepts, principles, and practices of management; concepts, principles, and practices of accounting, budgeting, and cost control procedures; concepts, principles, and practices of financial data collection and report preparation; and accounting systems and practices. Ability to: apply the principles and practices of strategic planning, development, and evaluation; communicate effectively verbally and in writing; develop and implement policies, procedures, goals, and objectives; establish and maintain effective working relationships; evaluate process effectiveness and develop change or alternatives; gather, interpret, report, and/or edit information; prioritize, organize, and perform multiple work assignments simultaneously; and train and supervise employees.
Minimum Qualifications:
A bachelor's degree from an accredited college or university; or Any combination of post-secondary education or verifiable related experience, as described above, for a total of eight years.
The incumbent of this position, in accordance with sections 110.1127 and 435.04, Florida Statutes and DEP Directive 422, Background Investigations, is required to successfully complete a background and fingerprint check.
