Auditor 9-P11
This position is responsible for the reviews of financial reports, compliance examination reports, performance/program audits of Certified Community Behavioral Health Clinics (CCBHCs) funded by or through the Michigan Department of Health and Human Services (MDHHS). This position is responsible for reviewing reports for compliance with contract provisions and Department-published guidelines and drafting management decisions on findings. This position is responsible for providing technical assistance with respect to the compliance examination requirements. This position is responsible for reviewing and updating Department-published guidelines for compliance examinations of CCBHCs. This position occasionally reviews other audit reports of other agencies funded by or through the Department for compliance with contract provisions and Department-published guidelines and drafts management decisions on findings. This position occasionally conducts financial and/or compliance reviews of agencies funded by or through the Department.
Position Description: 9-P11 LevelAuditor 12
This position functions as the lead auditor for financial and/or compliance reviews of agencies funded by or through MDHHS including Certified Community Behavioral Health Clinics (CCBHCs) with complex reporting requirements and total operating budgets that are larger than some State Departments, and Non-Profit Organizations (NPOs) that are newly certified as a CCBHC and potentially demonstrating the highest risk of non-compliance. The MDHHS-funded programs at CCBHCs and the reporting requirements are extremely complex. The complexity of the compliance reviews depends on a greater budget for the program, the financial impact, and how risky the program area is to the department. For example: Non-Profit Organizations and programs in Metro Detroit area. This position is responsible for reviewing compliance examination reports for compliance with contract provisions and MDHHS-published guidelines, reconciling compliance examination reports to MDHHS records, identifying areas of non-compliance, preparing correspondence related to the work, and issuing management decisions on findings. This position is responsible for providing independent technical assistance to CCBHCs, Prepaid Inpatient Health Plans (PIHPs), Community Mental Health Service Providers (CMHSPs), and Non-Profit Organizations (NPOs) staff and CPA practitioners with respect to the compliance requirements. This position is responsible for establishing and publishing Department-published guidelines for compliance examinations of CCBHCs. This position reviews audit reports of other agencies funded by or through MDHHS for compliance with contract provisions and MDHHS-published guidelines and issuing management decisions on findings.

Education

Experience
Auditor 9
No specific type or amount is required.
Auditor 10
One year of professional experience auditing accounting, financial, and operations records equivalent to an Auditor 9.
Auditor P11
Two years of professional experience auditing accounting, financial, and operations records equivalent to an Auditor, including one year equivalent to an Auditor 10.
Auditor 12
Three years of professional experience auditing accounting, financial, and operations records equivalent to an Auditor, including one year equivalent to an Auditor P11. Possession of a Certified Public Accountant certification (CPA) may be substituted for one year of experience at the P11 level.
OR
Possession of a Certified Management Accountant certification (CMA) may be substituted for six months of experience at the P11 level.
Possession of a Certified Internal Auditor certification or a Certified Information System Auditor certification may be substituted for one year of experience at the P11 level for positions responsible for internal auditing.
OR
Possession of a bachelor's degree with 24 semester credits (36 term) in finance, information systems, or management may be substituted for the education for positions responsible for internal auditing.
New Employees
may be paid a signing bonus up to $2,500. Up to $1,250 may be paid at hire. Up to $1,250 may be paid after satisfactory completion of the initial probationary period.
The physical location of this position is 235 S Grand Ave., Lansing, MI 48933. Based on operational needs and within established limits, remote work and alternate or hybrid work schedule requests for this position may be considered.
Selected candidates who have been approved to work remotely or a hybrid schedule must complete that work within Michigan. Candidates should confirm work location and schedule at the time of interview.
Employees will be provided computers to perform state work. Phones may also be provided for necessary communications. If working remotely, employees will be responsible for providing other components of a remote office at their own expense, including:
- A secure work location that allows privacy and prevents distractions.
- A high-speed internet connection of at least 25 Mbps download and 5 Mbps upload.
- Suitable lighting, furniture, and utilities.
