Working Title: OPS PURCHASING ANALYST - 64800752
This is advanced and technical work in the procurement of diversified and complex commodities/services required to support the Department of Health headquarters administration and program operations.
Serves as administrative lead on competitive solicitations, administrative review with contract managers, contract administration, and general counsel’s office. Performs all administrative functions such as advertising, pre-proposal conference, opening, and posting. Develops, implements, reviews, and monitors procurement processes and procedures for competitive solicitations, revises as needed. Prepares correspondence for in-house and Department of Management Services approval of exceptional and emergency purchase requests.
Evaluates and processes assigned purchase requests for commodities and contractual services for the department using appropriate purchasing methods in accordance with laws, rules, policies, and procedures contained in the state of Florida’s Purchasing Policy and applicable to the department’s operating procedures. Works closely with program offices and CHDs to ensure purchasing requirements are met in a timely and economical manner. Continually reviews purchases to identify problem areas impeding timely completion of requisition/purchase order process and eliminates corrective action to eliminate barriers.
Attends meetings, workshops, and conferences keeping current with changes and/or additions to purchasing rules, laws, and procedures; product changes and/or upgrades; minority requirements; maintains and increases professional development; etc. Assists with updating and revising department’s Purchasing Policies and Procedures Manual, Desk Reference, and various purchasing guides. Directs and conducts workshops. Implements and conducts cross training programs and workshops for headquarters purchasing staff to ensure staff can perform multiple purchasing functions.
Performs other related duties, as required.

Qualifications:
Minimum - High School Diploma or GED
Preferred - Bachelor’s Degree, MFMP, Florida Certified Contract Manager (FCCM), Florida Certified Contract Negotiator (FCCN)
