About Us
The Ohio Department of Administrative Services, Office of Finance – Cash Management oversees all collection activity and cash monitoring for DAS. Ohio Benefits invoice and AP management, DAS Huntington lockbox monitoring, CBOSS reconciliation, and other non-billed revenue are also handled by the Cash Management group.
What You’ll Do
Examine, &/or analyze accounting records, financial statements, or other financial reports to assess accuracy, completeness, & conformance to reporting & procedural standards:
- Process monthly aging statements for distribution to customers.
- Assist in reviewing open receivable items.
- Utilize BI reports to analyze open receivables by customers.
- Work with customers to ensure invoices are received & to resolve any disputes.
- Track progress on accounts by entering conversation notes via OAKS.
- Respond to customer inquiries regarding invoices.
- Perform other related financial accounting & special projects.
- Work with other agencies and/or program areas for timely and accurate billing of Ohio Benefits Project related invoices.
Independently research & analyze complex service, billing and payment information in relation to the Ohio Benefits Project, Revenue Share and Surplus Refunds:
- Independently resolve errors, modify data and/or determine appropriate action.
- Independently manage timely collection and validate data from program areas.
- Utilize data from multiple sources to create reports/presentations for stakeholders.
Central point of contact for mail delivery and deposit processing:
- Instructs State Printing on proper handling of any checks or other mail received.
- Processes deposits, as needed including deposit modifications, payroll check-off deposits bi-weekly, & credit card payments from CBOSS systems.
- Requests warrants for refunds.
- Retrieves deposit information from on-line banking system.
- Research Attorney General’s Office (AGO) warrants to determine coding.
- Create & maintain customer records in OAKS.
Liaison with customers (e.g., state agencies, boards & commissions, & local government entities) to troubleshoot any financial issues:
- Accurately communicate and inform customers of approved billing methodologies, rates, or other information to keep customers informed.
- Research customer discrepancies/complaints using multiple financial systems including OAKS and program specific source systems such as Ohio Buys.
- Perform outreach regarding aged invoices, requesting payment statuses and providing background information when requested to aid in prompt payment.
- Recommend certification of aged invoices to the Attorney Generals Office (AGO) and Office of Budget and Management (OBM) when resolutions cannot be reached.
- Escalate to Supervisor as needed.

Minimum Qualifications
- 42 mos. exp. or 42 mos. trg. in accounting &/or finance to include an advanced level of experience in spreadsheet software.
- Or completion of undergraduate core program in business administration, accounting, finance or related field; 18 mos. exp. or 18 mos. trg. in accounting &/or finance to include an advanced level of experience in spreadsheet software.
- Or completion of graduate core program in business administration, accounting, finance or related field; 6 mos. exp. or 6 mos. trg. in accounting &/or finance to include an advanced level of experience in spreadsheet software.
- Or 12 mos. exp. as Financial Analyst, 66562.
- Or equivalent of Minimum Class Qualifications for Employment noted above. NOTE: Successful completion of the Fiscal Academy may be substituted for 4 mos. of required accounting/fiscal experience referenced in this portion of the minimum qualifications.
