Definition:
BA: Perform professional, analytical work in preparing and monitoring the annual City budget, capital improvement program, additional appropriations and CIP amendments, and other related projects; and provide support to City departments.
Sr BA: Perform professional, analytical work in preparing and monitoring the annual City budget, capital improvement program, prioritization process, business process improvement including lean processes, and other related projects; and provide support to City departments.
Responsibilities:
BA:
- Provide analysis and support by working effectively and cooperatively with other City staff during the annual budget and capital improvement program processes.
- Preparation of additional appropriation ordinances and supporting documentation.
- Preparation of CIP amendments and supporting documentation.
- Provide analysis and support in budget monitoring and forecasting.
- Assist in the development of meaningful performance measures that demonstrate program influence on prioritization results.
- Produce and develop data for the budget, capital improvement program and related documents.
- Assist in the updates to the annual financial assessment report, and review of user fees.
- Provide budget analytical support to city departments, resolve problems and complete projects.
Sr BA:
- Provide complex analysis and support by working effectively and cooperatively with other City staff during the annual budget and capital improvement program processes.
- Provide high level analysis and support in budget monitoring and forecasting.
- Analyze the city’s prioritization program data and coordinate updates to the prioritization process.
- Work with city staff to develop meaningful performance measures that demonstrate program influence on prioritization results.
- Work with city staff to conduct and implement outcomes of business process improvements, to include possible lean processes, throughout the organization.
- Produce and develop data for the budget, capital improvement program and related documents.
- Provide budget analytical support to city departments, resolve problems and complete projects.
Qualifications:
BA: Any combination of experience and education equivalent to a Bachelor's degree in Public Administration, Finance or related field, and a minimum of one year or more of increasingly responsible experience in government budgeting or government finance work demonstrating knowledge of governmental budgeting and analytical skills.
Sr BA: Any combination of experience and education equivalent to a Bachelor's degree in Public Administration, Finance or related field, and three or more years of increasingly responsible experience in government budgeting or government finance work demonstrating knowledge of governmental budgeting and analytical skills. Master's degree in public administration or related field, experience in municipal government functions and processes, and/or knowledge of quantitative methods, statistics and accounting are desirable.
Advanced Excel skills required.
