POSITION DESCRIPTION: Provides funds and budget analysis for the Strategic Development work program which includes the areas of Planning, Modal Development, and the Florida Rail Enterprise (FRE). Provides work program technical assistance to staff, managers, administrators and districts regarding budget reports, work program reports and other related reports in use by the department. Handles confidential project requests by office managers, FRE executive director, assistant secretaries, and the Secretary. Provides quick turnaround on report requests. Independently analyzes requests to determine the most efficient and accurate method to gather, present and disseminate data. Monitors work program for compliance with department, state and federal laws, regulations, and policies and with the Work Program Instructions. Corrects areas of non-compliance. Assists with updating the work program instructions for Planning, Modal Development and FRE.
Coordinates the development and implementation of Strategic Development's Tentative and Adopted Work Program for Modal Development and FRE. Analyzes and updates agency wide public transportation funding allocations and targets through the development of the Schedule B. Monitors and coordinates the modal programs to ensure consistency with program plan, priorities, and objectives to minimize negative impacts to the program. Coordinates and balances the Strategic Intermodal System (SIS) modal programming agency wide.
Provides technical assistance and guidance to project managers on the Highway Planning (HP) work program projects. Performs funds and budget transfers and monitors balances. Monitors federal appropriation usage with the Office of Work Program and Budget (OWPB), assigns federal appropriation categories, and submits federal HP authorizations. Assists with the annual development and programming of highway planning funding targets in coordination with the Office of Policy Planning.
Coordinates the work program budget allocation and roll forward process. Coordinates the work program budget amendment process. Processes funds and budget transfers for area of responsibility. Performs work program financial reviews for task work orders, purchase orders and other procurement documents. Processes work program encumbrances. Coordinates the Semi-Annual and Annual Certified Forward Review process for Strategic Development, which monitors aging and inactive work program encumbrances.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the legislative budget process. Knowledge of the state and federal funding processes. Knowledge of the department's financial procedures. Knowledge of Department’s five-year work program process. Knowledge of the Florida Accounting Information Resource (FLAIR) system and the department's Financial Management (FM) system. Skilled in analyzing detailed data. Skilled in problem solving. Skilled in using Microsoft Office programs (Word, Excel, Outlook, and PowerPoint). Ability to communicate effectively both verbally and in writing. Ability to interpret and apply rules, laws, and policies to day-to-day work. Ability to manage diverse assignments simultaneously. Ability to use sound business judgement and work independently. Ability to work in a team environment.
MINIMUM QUALIFICATIONS: A bachelor's degree from an accredited college or university and three years of professional experience in the field of financial analysis. A master's degree from an accredited college or university can substitute for one year of the required experience. Professional experience in the field of financial analysis can substitute on a year-for-year basis for the required college education.
