Location
This position is located at the Wellington Webb Building, at 201 W Colfax Ave. Denver, CO 80202. The Webb building is currently going through construction, so you may also work from Republic Plaza located at 370 17th St. Denver, CO, 80202 during construction periods.
The City and County of Denver supports a hybrid workplace model. Employees’ physical work location is based upon the position’s job duties and requirements, customer service and responsiveness, team and individual performance, and business needs and requirements. Our current practice requires in-office work for all employees for a minimum of three days per week. Business needs and initial onboarding may require additional days in the office.
9/80 flex option available after successful completion of six-month probationary period.
What You’ll Do
The Director of Performance and Operations will hold a vital senior leadership position on the Executive Director’s Senior Leadership Team and will have the opportunity to perform impactful work, while collaborating closely with other team members to set the vision and strategy for Denver’s Community Planning and Development Department. The Director of Performance and Operations will leverage business performance data to identify and implement innovation opportunities, process improvements, and needed investments or reforms.
The Director will provide high-level leadership support to the following work groups within the Performance and Operations division: finance and accounting, operations and administration, performance and data management, and customer service and support.
The Director of Operations will be responsible for the following four key areas:
- Departmental Leadership & Collaboration: An essential responsibility for this position is to be a leader in the department and city in advancing innovation and performance management based on data insights and analytics. This will involve setting ambitious goals and overseeing the progress of all CPD teams toward these goals, in alignment with the Executive Director’s strategy and vision.
- Finance and Budget Allocation: In coordination with the CPD senior leadership team, take the lead in preparing the yearly budget submittal and putting together budget presentations as part of the process.
- Operations and HR: Implement long-term operational strategies, while working closely with senior management to achieve the agency’s business operations and HR objectives.
- Performance Metrics/Insights/Analysis: The Director of Performance and Operations will work closely with a Data Performance Supervisor who leads a data performance and GIS team that serves the entire department. The Director, in collaboration with the Data Performance Supervisor, will be responsible for a performance management framework that aligns individual programs around a common purpose and holds leadership accountable for performance improvement.
Please note that the department is initiating an examination of the current structure to identify opportunities to support improved efficiencies and streamlined management. While the responsibilities of this position are subject to modification through that effort, the core functions related to leadership, innovation, and data-driven performance management are not likely to change significantly.

Our ideal candidate will have some or all of the following skills and experience:
- At least 7 years of progressive experience working in a performance-centric and continuous improvement environment with a focus in human resources, finance, and/or operations.
- At least 3 years of senior leadership and management experience, including leading teams towards achieving ambitious goals and strong outcomes.
- Demonstrated leadership with the ability to lead internal change effectively and build rapport across teams and clients/customers.
- Demonstrated experience with multi-year strategic planning, including budgeting.
- Track record of successfully dealing with human resource and operational issues at a department level.
- Strong communication skills (both written and verbal).
- Outstanding interpersonal and teamwork skills.
- Experience in government sector preferred.
Required Minimum Qualifications
- Education requirement: Bachelor’s Degree in Business Administration or a related field based on a specific position(s).
- Experience Requirement: Five (5) years of experience at the type and level of functional or operational management, which must have included management of manager level leaders and staff.
- Education/Experience Equivalency: Two (2) years of the appropriate type and level of experience may be substituted for each required year of post-high school education.
- Additional appropriate education may be substituted for the minimum experience requirements.
