PRIMARY OBJECTIVE
Reporting to the Associate Director, Financial Planning & Budget, the Senior Financial Analyst is responsible for conducting comprehensive and complex financial and budgetary analysis in support of the District’s business and fiscal operations.
The Senior Financial Analyst supports budget development and administration functions that includes budget preparation, budget book creation, and preparation of state required and other regulatory documentation; assists with audit issues; and provides scheduled and ad hoc reporting to management as well as internal stakeholders & external entities. Performs related duties as required.
ESSENTIAL DUTIES
- Coordinates day-to-day activities under Financial Planning and Budget Operations.
- Conducts complex financial analysis by gathering, reviewing, and interpreting budget, accounting and HR data. Prepares and analyzes budgets from multiple funding sources. Monitors budget balances and spending levels of all budgetary units.
- Reviews and approves budget submissions and transfers along with written analysis of overall impact on the organization. Ensures compliance with Board, State and regulatory budget requirements.
- Analyzes historical data, economic trends and prepares forecasts and various analysis relating to organization operations and labor negotiations.
- Resolves audit issues and provides necessary reports to management, internal stakeholders, and external entities.
- Interacts with appropriate College and District Office personnel regarding the development, understanding and ongoing management of the budget.
- Participates in the review, recommendation and implementation of new policies, procedures, and technical systems for the Office of Finance.
- Acts as liaison with other departments to resolve problems and increase efficiency.
- Maintains appropriate budget records, files, policies, and procedure materials.
- Performs other duties as assigned.
- Required to adhere to CCC Customer Service Excellence standards.

QUALIFICATIONS
- Bachelor’s degree from an accredited college or university in Accounting, Finance or a related field.
- Knowledge of basic Accounting Principles.
- Strong demonstrated analytical ability along with intermediate Excel capability.
- Proficiency with ERP, Database, and/or Business Intelligence Software preferred.
- Ability to analyze problems, formulate proposals, and express solutions logically and efficiently, as well as coordinate a variety of schedules and tasks simultaneously.
- Excellent writing and verbal communication skills.
- Ability to work well with employees at all levels of the organization, students, and other stakeholders.
- Ability to handle all situations with tact, persuasiveness, and diplomacy.
