The Work You Will Do:
The Budget Liaison is located within the Division of Florida Condominiums, Timeshares and Mobile Homes and is responsible for creating and maintaining the division's operational budget. Additional budget duties include the quarterly completion of a budgetary spending plan and cost allocation report, legislative budget requests, acting as fleet manager for the division, and overseeing all state vehicles assigned to the division.
Your Specific Responsibilities:
- Prepares and administers the budget for the Division, maintaining and overseeing budgetary issues.
- Reviews purchase requests to determine budget availability.
- Reviews Personnel Action Requests forms for budget availability.
- Monitors monthly expenditures for compliance with established fiscal parameters.
- Coordinates input for future budget needs.
- Identifies and processes budget amendment requests as needed.
- Inputs budget allotments into specific object codes annually.
- Compiles and prepares Long Range Program Plan documents annually.
- Analyzes policies, statutes, and directives affecting the budget process; performs research and report preparation as needed.
- Serves as fleet manager for the division.
- Attends meetings as budget spokesperson.
- Reviews and coordinates the adoption of Division administrative rules and forms.
- Acts as liaison with various bureaus and committees.
- Leads the Division’s Annual Regulatory Plan.
- Works closely with the Deputy Director on special projects.
- Updates division vehicle policies and maintains vehicle inventory.
Required Knowledge, Skills, and Abilities:
- Ability to collect, evaluate, and analyze data related to administrative functions.
- Effective oral and written communication skills.
- Ability to prepare correspondence and administrative reports.
- Understanding and application of applicable rules and regulations.
- Utilization of problem-solving techniques.
- Ability to work independently and maintain confidentiality.
- Ability to plan, organize, and coordinate work assignments.
- Ability to establish and maintain effective working relationships.
- Bachelor's degree in Finance, Accounting, Business Administration, or Economics; OR Associate's degree with two years of professional experience in accounting and budget preparation.
Preferences:
- Experience in analyzing and preparing operational budgets.
- Familiarity with agency rulemaking.
- Ability to provide clear communication to customers.
- Familiarity with MyFloridaMarketPlace.
- Familiarity with the Florida Administrative Register and Weekly.
- Ability to work well in a fast-paced environment.
- Strong technical writing ability.
