SPECIAL REQUIREMENTS: You may be required to provide your Social Security Number to conduct required verifications. POSITION DESCRIPTION: Provides administration for contracts and purchase orders for both commodities and services. Prepares annual funding projections and prepares and submits encumbrance requests. Receives, audits, and prepares for payment the monthly invoice transmittals to the Florida Department of Transportation (FDOT) Comptroller for many high-value contracts. Tracks invoice processing and budget utilization to ensure sufficient funds are encumbered and the correct funding is used throughout the life of the contract. Prepares purchase orders as needed for various program offices; maintains the purchase order from creation through payment.
Serves as the district point of contact for Central Office Disbursement Operations (Contract Payment Group) regarding disbursement questions, documentation requests, justification statements, advance payment approval, and response preparation to Department of Financial Services (DFS).
Has secondary approval authority for Consultant Invoice Transmittal System (CITS) invoices, manual contract invoices, and utility invoices which are prepared in the Turnpike Financial Services group.
Obtains and reviews additional information from Vendors and coordinates with the FDOT Comptroller, as needed, to research and resolve issues impacting vendor payments.
This incumbent of this position has the authority to approve purchases exceeding $35,000 (Category 2 threshold). Financial Disclosure is required in accordance with Section 112.3145, Florida Statutes.
Properly applies SunPass and TOLL-BY-PLATE related invoice payments to the back office system utilizing the appropriate allocation method and rate splits.
Monitors the Turnpike, CFO related Memberships. Receives and audits the invoices for membership dues. Prepares membership invoice packages, obtaining Advance Payment Approval as required. Submits invoice package to the proper office for payment. Maintains membership data on the CFO SharePoint site.
Serves as the district liaison to the Central Office Purchasing Card (P-Card) Program Administrator. Assists Turnpike district accountholders with purchasing card-related questions including purchasing methods and financial coding. Provides guidance on the appropriate use of the P-Card and transaction processing in accordance with the FDOT Purchasing Card Procedures.
Generates analytical reports as required. Advises management of problems based on data analyzed.
Serves as a backup to the Financial Program Accountant to monitor the encumbrance processing system as needed. Enters encumbrance requests into the Contract Funds Management (CFM) system and provides funds approvals back to the requesting offices.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of basic accounting principles and account codes; Knowledge of State of Florida purchasing laws and FDOT policies and procedures regarding purchasing and use of the purchasing card; Knowledge of the Florida Accounting Information Resource (FLAIR) system; Knowledge of the State of Florida P-card system; Knowledge of contract management and administration; Skilled in using word processing and spreadsheet applications; Ability to communicate effectively with external and internal customers; Skilled in customer service; Ability to work independently.
