This is an advanced and highly responsible professional position. The Purchasing Analyst serves as the Back-up PCard Administrator for the Department and is responsible for assisting in coordinating and monitoring the Department's PCard Program, ensuring key internal controls are in place and are operating as desired. The incumbent must demonstrate self-direction and self-motivation, sound decision-making, and the ability to maintain positive and respectful working relationships throughout the Department. He/she must develop a thorough knowledge of the Department's organizational structure and be familiar with federal, state, and departmental laws, policies, rules, and procedures governing procurement operations.
Duties and Responsibilities:
- Receives Works User Profile form from Department staff requesting PCards, and reviews for completeness and compliance with policy and guidelines. Orders cards in Works by accurately inputting User Profile Information and mailing out cards to appropriate staff once received.
- Manages the PCard accounts: account set-up and closing, increase/decrease account dollar limits, and all other account maintenance.
- Responds timely and effectively to Department personnel resolving issues to ensure that procurement questions are answered, follow-up documents are provided, and reconciliation of transactions are completed. Investigates and resolves complaints and problems. Assists with purchasing management operations.
- Handles security issues, such as fraud, compromised accounts, and stolen/lost cards by working with the cardholder and the PCard vendor; responds to inquiries, instructs, and resolves problems.
- Runs a pending charges report weekly from Works and emails it to appropriate cardholders.
- Assists in the development of purchasing policies and procedures by recommending revisions that will enhance Department operations.
- Performs other related duties as required.
Knowledge, Skills, and Abilities (KSA's):
- Knowledge of the principles, practices, and standards of state laws, policies, and rules governing procurement.
- Ability to apply and implement rules, regulations, policies, and procedures relating to the PCard process.
- Ability to maintain PCard records.
- Ability to plan, organize, and manage resources to address problems and achieve timely and effective solutions.
- Ability to effectively communicate orally or in writing to disseminate information to internal and external customers.
- Ability to establish and maintain effective working relationships with others.
