Job Summary
This position exists to provide program budgetary and administrative analysis and support for the Office of Statewide Health Improvement Initiatives (OSHII) by assisting the leadership team in long-range and ongoing organizational, systems and program planning and ongoing program implementation in the following areas: fiscal and budgetary analysis, work and information flow, review and financial and budgetary analysis of assigned projects related to OSHII’s fiscal programs, and strategic planning. Additionally, this position provides work direction to administrative staff for all budgetary matters related to the financial management of the numerous contracts and grants awarded to local public health, tribal government, nonprofit organizations, and other organizations.
Primary Responsibilities Include:
- Fiscal management of both program and grant budgets in partnership with leadership.
- Assess and develop high level budgetary tools for manager and supervisor use and work with administrative staff and leadership to monitor state and federal grant budgets.
- Work collaboratively with finance and grants staff to process and track invoices.
This position is eligible for telework applicants who reside in Minnesota, Wisconsin, Iowa, North Dakota, or South Dakota. Position locations will be determined by the top candidate and will be based out of one of the following MDH district office locations: St. Paul, St. Cloud, Duluth, Rochester, Marshall, Mankato, Bemidji, or Fergus Falls. Reimbursement for authorized business travel expenses is provided according to bargaining unit guidelines.
Qualifications
Minimum Qualifications

- Two (2) years of federal grant, contracts, and/or budget experience.
- Human relations skills sufficient to achieve effective working relationships.
- Organizational skills sufficient to manage and prioritize multiple items that may have competing deadlines.
- Knowledge of governmental budgeting and accounting.
- Knowledge of principles and practices of public sector financial and business administration.
A related associate degree may be substituted for six (6) months of experience. A related bachelor's degree may be substituted for one (1) year of experience. A related master's degree may be substituted for one and a half (1.5) years of experience. A related doctorate degree may be substituted for two (2) years of experience.
Preferred Qualifications
- Bachelor's degree in public health, public affairs, business, or related field.
- Understanding of rules and statutes governing outgoing grant and contracts processes.
- Experience with SWIFT system and reporting.
- Experience working with local public health, tribal nations, and community partners.
- Experience working with CDC and state grants.
Additional Requirements
- Must successfully pass a background and reference check.
- This employment does not require a valid driver's license, but it does demand occasional travel which the candidate will be responsible for meeting.
- Under U.S. Citizen and Immigration Services regulations, the successful candidate must be able to accept work in the U.S. by the day employment begins. This agency is unable to offer H-1B sponsorship.
