WHAT IS THE LARGE BUSINESS AND INTERNATIONAL (LB&I) DIVISION?Vacancies will be filled in the following specialty areas:
Large Business and International Director Enterprise ActivitiesThe following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
- Serves as a technical expert in examinations of significant tax compliance issues and provides expert advice that may impact tax compliance strategy and the examination program as a whole.
- Performs assignments that are agency-wide in scope and have significant impact on issues facing the business unit. Develops, plans, analyzes and interprets policy on behalf of the Service.
- Provides tax law expertise, leverages specialized technical skills and knowledge, advises on new tax law and high risk/ emerging issues impacting business entities to bring to resolution.
- Participates with cross-functional representatives nationwide. Assists and advises internal and external stakeholders in all aspects of planning, execution and resolution of examinations related to corporate issues and credits/financial institutions and products to ensure organizational goals and objectives are met and policy is adhered to and in conformance with written standards.
- Advises and assists the Practice Area regarding the interpretation and application of Internal Revenue Code, Treasury Regulations, Federal Court cases, and IRS administrative guidance as related to corporate issues and business credits/financial institutions and products. Advises officials in the IRS on proposed legislation and other matters affecting the work of Large Business and International.
Requirements
Conditions of Employment- Must be a U.S. Citizen or National and provide proof of U.S. Citizenship.
- Must successfully complete a background investigation, including a FBI criminal history record check (fingerprint check).
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE GS-14: To be eligible for this position at this grade level you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service.
Specialized experience for this position includes:- Legal, tax accounting, or other experience that required expert knowledge of the Federal tax laws, regulations, court rulings, or other legal authority related to the position to be filled (including corporate issues, tax credits, or penalties);
- Experience in preparing, reviewing, or applying rulings, advisory letters, memoranda, etc., related to Federal taxation of corporate entities;
- Experience performing research on complex tax law issues and business practices for their impact on tax compliance.
In addition, must have experience analyzing legal issues, legal precedents, and legislative and regulatory processes impacting Federal tax laws in at least one of these areas: Energy and Investment Tax Credits, Method of Accounting and Timing Issues, Penalties, Inventory and Section 263A, Compensation and Benefits, Corporate Income and Losses issues, Corporate Distributions and Adjustments, Capitalization vs. Expenditures and Cost Recovery, or General Business Credits; Experience applying the tax laws and principles to effectively ensure fair compliance with the law; Experience reviewing taxpayers' legal and economic structure, and business practices; Experience formulating positions and preparing written supporting recommendations to management on matters relating to the theories, concepts, principles, and application of Federal tax laws (including corporate issues, tax credits, or penalties); Experience providing specialized technical advice concerning tax planning strategies and emerging issues (including corporate issues, tax credits, or penalties); Experience communicating orally and in writing with stakeholders in accounting, legal, tax, and other similar business-related professions and /or IRS representatives regarding a variety of complex tax issues.

A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
