Make an impact:The City of Salem is seeking two (2) dynamic and experienced Senior Human Resources Business Partners to join our Human Resources Division within the Enterprise Services Department. This position will support our agency's strategic goals and address the impacts in many areas of the City. This role will be instrumental in collaborating with multiple unions and participate in Employee/Labor Relations. The ideal candidates for these positions will have a deep understanding of Human Resources best practices, strong analytical skills, and the ability to build collaborative relationships across all levels of the organization.

What you will do:The Senior Human Resources Business Partners will provide a wide range of human resources consultative and technical assistance to City departments. Employees in this classification are responsible for administering assigned element(s) of the City's human resources program including, development and maintenance of the classification and compensation system, performance management, design and analysis of salary surveys, organizational development analysis, employee relations, and labor relations.
Additional information on job responsibilities:- Address complex employee relations issues, providing guidance on conflict resolution, disciplinary actions, and performance management.
- Work closely with legal counsel, and management to ensure a cohesive approach to workplace issues investigations.
- Prepare comprehensive reports summarizing investigation findings, methodologies used, and conclusions drawn.

What are the minimum qualifications?- Must pass the pre-employment background check.
- Must have an Oregon Driver's license and have a driving record that meets the City of Salem's driving standards.
- Bachelor's degree from an accredited college or university with major course work in human resources, business or public administration, organizational behavior or development or a directly related field; and five years of increasingly responsible, specialized, complex, human resources professional level experience; or any combination of experience and training that demonstrate possession of the knowledge, skill and abilities as listed, and ability to perform the essential job functions.

Preferred Qualifications (Not required to apply):- Professional in Human Resources (PHR), Senior Professional in Human Resources (SPHR), or International Public Management Association - Certified Professional (IPMA-CP) certification.
- Experience in a government or public sector human resources (HR) environment.

- Foster partnership with City departments to ensure collaborative working relationships in order to mitigate and quickly resolve issues, conduct research, identify growth opportunities, and on formulate recommendations for all levels of the organization;
- Develop, implement, and monitor changes and revisions to policies and procedures;
- Coordinate, conduct and prepare results of administrative or management studies that generate significant impact upon the organization;
- Review processes, activities for adherence and compliance to organizational policy and federal, state, and local employment laws and guidelines;
- Evaluate assigned staff; bridge communications between management/ employees and our union partners and recommend and administer disciplinary actions;
- A positive work environment through effective communication and conflict resolution strategies;
- Excellent communication, problem-solving, and interpersonal skills.
