Job Summary
Provides a leading role in the financial analysis, budget, forecasting and financial reporting areas of the Office of Management and Budget (OMB). Requires significant contact with business units to make financial decisions on how best to prepare and display Scott County's financial information and analysis for financial planning. Requires strong understanding in the reporting and presentation of financial information to a non-technical audience, including the Board of Commissioners, as well as of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) Statements. Works with various business units in analyzing the financial impact of various options for decisions makers. Must stay current and aware of future accounting and reporting rule changes. Contributes significantly in the annual budget process for Scott County. Researches both internal and external data to provide information for more informed decisions. Works closely with Accounting Manager to incorporate or implement new accounting standards into the Scott County financial process. Leads internal reporting and analysis process for Accounting in working with department to analyze business and financial trends.

Essential Duties
- Lead the financial, analytical, and associated reporting requirements of fixed assets within the audited Annual Comprehensive Financial Report (ACFR) process.
- Keeps current on new accounting standards and state statutes and determines impact to Scott County and helps with implementation of changes into our financial process.
- Analyzes data to ensure proper accounting procedures are being followed.
- Performs complex financial analysis on County programs for reporting and presentation to the Board of County Commissioners.
- Provides financial and analytical support for the compensation, budgeting and forecasting process.
- Works the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours or shifts) to communicate with other employees, supervisors, customers, vendors, and any other person or organization with whom interaction is required to accomplish work and employer goals.

Minimum Qualifications
Requires:
- Equivalency of a Bachelor's Degree in Business or a related field
- Two years' experience in a budget/financial reporting environment.
- Reliable form of transportation for the performance of work responsibilities
Certified Public Accountant license and knowledge/training in GAAP and GASB desired.
Selection Process
Selection for this position will be based on a minimum qualifications screening and rating of training and experience. Top candidates will be forwarded to the hiring manager or supervisor for consideration for interview and/or additional assessments. Final selection will include a background check and approval by the County Board.
