POSITION OVERVIEW:
At the Texas Education Agency (TEA), the auditing function plays a critical role in ensuring federal funding is being spent in the best interest of the students across Texas. These audits provide information to the public and legislature on the use of federal funds and identify best practices to recommend to districts.
The Auditor’s primary responsibility is to develop, prepare and conduct advanced (senior-level) auditing work for high-risk grantee reimbursement reviews, on-site and desk review compliance and financial audits of independent school districts, open enrollment charter schools, education service centers, nonprofit organizations, and private nonprofit entities receiving equitable services. The duties include designing and performing risk analysis, auditing, investigating, and reviewing records, reports, financial statements, information systems, and management practices of organizations in order to ensure legal compliance with federal laws and rules and organizational policies and procedures.
Periodically, the position will lead teams and supervise the work of other section auditors as peers. In addition, this position requires speaking at public functions on laws, procedures, and rules relating to school districts.
Overall travel for this role is anticipated to be 5-10% of full-time responsibilities.
Flexible work location within the state of Texas may be considered for qualified candidates.
ESSENTIAL FUNCTIONS:

- Compliance: develop and perform complex fiscal audits, monitoring reviews, and/or special assignments to assess program efficiency, effectiveness, accuracies and compliance with statutory laws and other regulations and provisions.
- Planning and Implementation: efficiently prepare and document with evidence in audit workpapers the results of audit review, using correct formats, including source, purpose, conclusion, and results.
- Collaboration, Communication, and Support: oversee and/or prepare audit reports to provide technical advice on the requirements, liabilities, and penalties of compliance and non-compliance; support other auditors and/or perform peer reviews; recommend and advise management regarding changes in audit programs, business processes, information systems, and accounting or management procedures.
MINIMUM QUALIFICATIONS:
• Education: Graduation from an accredited four-year college or university.
• Experience: At least four (4) years of experience in audit-related work.
• Substitutions: Each additional year of related experience above the required minimum may substitute for education on a year-for-year basis.
OTHER QUALIFICATIONS:
• Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military.
• Knowledge of state and federal statutes, rules, and regulations relevant to auditing federal grant funds.
• Well versed in accounting and auditing methods and systems; generally accepted auditing standards and procedures; and computer technology principles, terminology, programming, and automated systems.
• Clear and effective communication, both verbally and in writing, to a variety of audiences; write clear, accurate, and professional letters, reports, procedures, and presentations.
• Highly skilled in the use of a computer, applicable software, and sampling techniques.
• Strong analysis, problem-solving, and decision-making skills.
• Ability to develop, plan, and implement short- and long-range goals.
• Highly organized; ability to manage multiple projects simultaneously and meet deadlines.
• Ability to work effectively with diverse populations and to engage in a collaborative, results-oriented team environment.
• A desire to self-reflect, give/receive feedback and continuously improve.
• Relevant work experience in Texas public education is preferred.
• A degree in Business Administration, Accounting, Finance, or related field is preferred.
