About Strategic Housing Finance Corporation of Travis County
Strategic Housing Finance Corporation of Travis County (SHFC) is a nonprofit that advances affordable housing by providing critical financing tools to multifamily rental developers. We have partnered to create over 5,500 affordable housing units across Travis County, with another 2,500 mixed-income units in the pipeline. A local Housing Finance Corporation, SHFC is governed by a board of directors appointed by the Travis County Commissioners' Court. SHFC has recently established operations independent of a long-time affiliate organization and is building a best-in-class housing finance agency.
The Position
Reporting to the Director of Planning & External Affairs, the Policy Analyst will ensure SHFC's ambitious agenda is supported by rigorous policy analysis and research, intentional planning, and effective engagement with stakeholders.
Candidate Profile
Successful candidates will likely have a bachelor's degree in a related field (e.g. public policy, urban planning, government, communications) and at least 2 years of experience in policy, planning and/or communications, preferably related to affordable housing. Experience may substitute for education; a college degree is preferred but not required if core competencies can be demonstrated.
- Mission Driven. Eagerness to identify, develop, and execute new strategies to expand affordable and workforce housing in Travis County, with an eye to creating impact at scale.
- Planning & Policy Expertise. Working knowledge of affordable housing issues with demonstrated ability to research and analyze housing-related public policy matters in an efficient and thorough manner. Substantial understanding of the workings of local and state government, particularly as it relates to the development of affordable housing financing. Experience and knowledge of housing issues specific to Travis County and Texas state politics preferred.
- Data Analysis. Skilled in gathering research & data and synthesizing insightful and coherent analysis for a variety of audiences. Clear evidence of ability to assist with the creation of polished written materials and presentations for internal and external audiences. Experience utilizing GIS platforms is a plus.
- Communications Experience. Track record of supporting organizational communications strategy, including crafting clear messaging for outside audiences and utilizing diverse communications tools such as media, website, social media, sponsorships, and special events. Comfortable with supporting community engagement efforts, including planning and facilitating resident and neighborhood outreach and attending public meetings.
- Vendor & Partner Coordination. Demonstrated ability to coordinate relationships with contracted vendors, including public relations firms. Experience collaborating with partner organizations to implement special projects and programs.
What You'll Do
Policy Research, Analysis, and Planning: Under the supervision and direction of the Director of Planning & External Affairs, research and analyze policies related to affordable and workforce housing. Monitor local, state, and national media, industry, and academic publications to stay abreast of best practices and emerging models; and assess potential new financing strategies for SHFC. Draft organizational policy and presentations and reports for internal and external audiences.
Community Engagement: Support SHFC leadership to engage meaningfully with a broad array of stakeholders in the affordable housing arena. Assist with the planning and facilitation of community events, including tenant and neighborhood meetings. Track and attend public meetings and events relevant to SHFC business.
Communications: Assist the Director of Planning & External Affairs to implement SHFC's external communications strategy, which may include drafting press releases, engaging with media contacts, producing social media content, identifying speaking engagement opportunities for senior SHFC staff, and coordinating events and sponsorships. Communicate with and provide oversight of contracted professionals for website design and maintenance.
Governmental Affairs: Contribute to organization's governmental engagement activities, such as monitoring political and legislative matters with potential impacts to SHFC's operations. Support SHFC relationships with elected officials, policy makers, and other stakeholders by coordinating meetings and drafting presentations and written materials.
Compensation & Benefits
Salary for this position is expected to be from $79,000 to $96,000, depending on experience and qualifications. SHFC offers an employee benefits package including paid time off, life insurance, a matched 401K program, and medical, dental, and vision coverage. SHFC staff enjoy a hybrid in-person and telecommuting schedule.
