SUMMARY
Under the general direction of the Finance Director (or the City Manager in the absence of a Finance Director), oversees all operations in connection with financial transactions, including accounts receivable and payable, payroll, general ledger, assets and capital projects; internal auditing; budget development and monitoring; Deputy City Treasurer’s function; train and supervise department staff; develop and initiate systems, policies and procedures to assure accurate financial reporting; ensure that the financial system and processes are compliant with professional accounting practices and governmental regulations.
ESSENTIAL DUTIES AND RESPONSIBILITIES

- Performs and supervises Payroll, Accounts Receivable, Accounts Payable, Cash Receipts, General Ledger, Capital Asset, Purchasing and other Finance department transactions.
- Assist in the development and implementation of goals, policies and priorities.
- Follow proper accounting procedures to reach financial objectives.
- Supervise and evaluate identified staff, including assignment of duties and responsibilities.
- Prepare and/or review monthly bank reconciliations and Treasurer’s Reports.
- Maintain financial records for capital projects and City assets.
- Review and approve disbursement documents in accordance with purchasing policies.
- Assists auditors in preparation of annual ACFR and Single Audit.
- Coordinate process for audits of City Special Revenues and Grants.
- Assists in the development and issuance of monthly and annual financial statements.
- Under the direction of the Finance Director and/or the City Manager assist in development, preparation and maintenance of City Budget.
- Monitor and analyze financial data.
- Analyze structure and objectives of internal controls and identify any potential deficiencies.
- Prepare and approve journal entries to adjust ledgers and subsidiary accounts.
- Maintain City’s Financial/Accounting systems.
- Prepare reports and analysis as requested.
- Perform related duties as assigned.
MINIMUM QUALIFICATIONS:

Knowledge of:
- Principles, practices and methods of Fund accounting and auditing.
- Principles and practices of financial administration.
- Budget preparation, program analyses and revenue forecasting; Enterprise Financial Systems.
- Principles of supervision, training, and performance evaluations.
- California Public Employees’ Retirement System.
- Deferred compensation accounting requirements.
- Fair Labor Standards Act, timekeeping and overtime reporting.
Ability to:
- Develop and implement accounting systems and procedures; Interpret and apply appropriate laws and regulations.
- Prepare financial statements, reports and analysis.
- Select, supervise, train and evaluate assigned staff.
- Communicate effectively verbally and in writing.
- Operate a PC and related software.
- Effectively handle multiple priorities and project coordination.
EDUCATION and/or EXPERIENCE
Any combination of education and experience that demonstrates possession of the requisite knowledge, skill and abilities. A typical way to obtain these would be:
Bachelor’s degree in accounting, finance, business administration or closely related field and at least four years supervisory experience in municipal administration; CPA and/or Master’s degree highly desirable.
Valid State of California driver’s license.
