Job Summary
The Minnesota Department of Natural Resources is looking to fill one (1) Accounting Officer Senior position within the Operations Services Division in St. Paul. This position exists to provide lead work direction to accounting technicians in the accounts payable operations. It will ensure all accounting functions for the DNR function accurately, efficiently and in accordance with DNR and state regulations, policies and procedures. These operations include, but are not limited to:
- Financial operations of the Accounts Payable unit.
- Provide guidance on work assignments
- Train and assist other accounts payable staff to ensure services are carried out in an ethical, efficient, and customer-focused manner.
This position has a flexible work arrangement and may be eligible to telework on a full or part-time basis which is subject to change. If approved, the employee would be required to complete an annual telework agreement.
Qualifications
Minimum Qualifications
- Three (3) years professional accounting/budgeting experience at an intermediate professional level. A Bachelor's degree in Accounting, Business or Finance may substitute for one year of professional experience;
- Knowledge of generally accepted accounting principles, cost accounting principles, and general auditing procedures;
- Experience leading or providing direction to various groups related to financial processes or on a project team;
- Experience working with the operating budget transactions in the State’s financial system or other large accounting system providing accounting and grant fiscal oversight;
- Experience working with a large accounting system, such as Statewide Information Tools (SWIFT) sufficient to access, analyze and interpret fiscal data and do ad hoc financial reporting;
- Proficiency with databases and software programs such as Crystal, Access and/or Excel, Word and other analytical tools sufficient to design and create detailed reports;
- Ability to interpret, analyze, explain and train others on state laws, statewide policies & procedures and Minnesota State statutes;
- Interpersonal skills sufficient to establish and maintain effective working relationships and work cooperatively with peers, the public, other governmental organizations and stakeholders and to work as a productive member of a team;
- Demonstrated ability to effectively communicate clearly and concisely sufficient to give direction, facilitate meetings, make presentations, and answer questions, as well as to write memos, letters, reports and other documentation.
- Conflict resolution/human relation skills sufficient to negotiate, resolve issues, read situations and settle disputes equitably by finding common ground and cooperation.
Preferred Qualifications
- Demonstrated experience in leading a large accounts payable team
- Bachelor's or Associate's degree in accounting, Business, or Finance.
- Knowledge of Bargaining agreement rules and regulations, and State Regulations relative to processing business expenses.
- Thorough knowledge of WIRES, SWIFT and SEMA4 systems.
- Knowledge of State appropriation, budgetary, accounting and auditing policies and procedures.
