Leads the Governmental Accounting Standards Board Research and Reporting Team within the Financial Management Division. This position reports to the Financial Reporting Manager. Leads the work of 3-5 professional employees. Performs complex and advanced professional level accounting work to include preparing and reviewing the annual financial reports and implementing/testing of accounting systems. Reviews new accounting standards issued by the Governmental Accounting Standards Board and develops implementation plans for the department. Reconciles various accounts and ensures reliability and accuracy of Department’s accounting data. Work requires contact with governmental agencies and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.
- Serves as Team Lead of the Governmental Accounting Standards Board (GASB) Research Team within the Financial Reporting Branch.
- Serves as front level supervisor to approximately 5 Financial Reporting Accountants
- Reviews accounting entries and final work product of other staff.
- Trains and guides less experienced staff in performance of their duties.
- Assumes direct accountability of work product for team. Assigns tasks to team members, follows up and provides regular guidance to staff ensure task completion.
- Ensures reliability and accuracy of Department’s accounting data and confirms compliance with Generally Accepted Accounting Principles (GAAP) and various federal and state laws and regulations.
- Researches and leads implementation plan for new Governmental Accounting Standards.
- Participates in regular meeting with Supervisor to discuss responsibilities and progress of team.
- Provides supervisor with feedback on each team member’s job performance for the mid-year and annual performance checkpoints.
- Develops or produces complex reports for monitoring and reporting agency financial information.
- Analyzes and recommends improvements, adaptations, or revisions to business processes to increase efficiency.
- Participates in the preparation and review of the department’s Annual Comprehensive Financial Report and three additional stand-alone audited reports.
- May serve as liaison with external auditor, coordinating responses to documents requested by external auditor and uploading them in audit software.
- Provides complex and advanced accounting-related information to districts, divisions, other state agencies, the legislature and the Governor.
- Represents the Financial Reporting Branch branch in internal and external meetings.
- Researches accounting discrepancies and reconciles various accounts.
- Performs other duties as assigned.
Minimum Qualifications:
Education: Bachelor’s Degree in Accounting, Finance, or Finance-related discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications
Experience: 5 years of experience in professional-level accounting work. (Experience can be satisfied by fulltime or prorated part-time equivalent). Related graduate level education may be substituted for experience on a year per year basis.
Preferred Qualifications:
- United States CPA license is highly preferred. If currently licensed in a state other than Texas, license must be transferred to Texas within 6 months of hire.
- Bachelors degree in Finance, Accounting, Economics, Business Administration, etc. highly preferred.
- Undergraduate and/or advanced degrees are highly preferred.

- Using computers and applicable programs, applications, and systems
- Using Microsoft Office Suite including (Word, Excel, Outlook, PowerPoint) and experience using SharePoint, Tableau or related data analytical platforms
- Maintaining a safe working environment
- Identifying and reconciling accounting discrepancies or errors
