SCREENING PROCESS
The screening process for this position, which may be subject to modification, will include evaluation of education and employment history as it relates to the established minimum entrance qualifications, submission of required documents, including resume/cover letter, if applicable, and responses to supplemental questions, if applicable. The stated qualifications for the position represent only the minimum requirements and do not guarantee qualification for examination or placement on an eligibility list.
EXAMINATION PROCESS
The examination may consist of any combination of training and experience (T&E) evaluation, written/performance assessment(s), structured oral panel interview, situational judgement interview, or other type of exam of fitness for duty. All parts of the examination process are job related. A passing score must be attained on each portion of the exam to advance to the next stage and ultimate placement on an eligibility list.
DISABILITY ACCOMMODATION

EXAM PROTESTS
Protest of any part of the exam process must be in writing and submitted to the Director, Classified Human Resources no later than five (5) working days from the date you participated in the exam. Any protest must include rationale to support the protest and shall include supporting documentation or references. Protests must be based on illegal discrimination, abuse of discretion, or procedure/process error. Protests should NOT be based on receiving unexpected results.
ESTABLISHMENT OF ELIGIBILITY
Candidates who are successful in all screening and testing stages will be placed on an eligibility list. The eligibility list created from this recruitment will expire after six (6) months, and may possibly be extended for one (1) year. Candidates on the expired eligibility list are no longer considered for positions within the class. Eligibility lists may be extended beyond one year or expire sooner than one year. Eligibility lists may be merged, in which case candidate ranks may change.
SELECTION PROCESS
Candidates on the eligibility list will be called in rank order to participate in final selection interviews with the hiring manager until three ranks of candidates have accepted the invitation to interview. Ranks may include ties so more than three candidates may be called to interview for one vacancy. Candidates will be removed from the eligibility list for declining the invitation to interview more than two (2) times, and immediately after declining an offer of employment.

ADVANCED STEP PLACEMENT
All new regular classified employees shall be paid in accordance with the salary range established for the class to which assigned. Initial placement will normally be the first step of the salary range. However, a new employee may receive advanced step placement with an approval from Human Resources. Requests for advanced step must be submitted in writing to the Human Resources office before the employee's first day of work.
Under the direction of Deputy Superintendent, Business Services, provides strategic and professional leadership in planning, administering, and directing the District's safety, risk management and property and liability insurance programs.
Plans, organizes, coordinates and implements the insurance, loss control and risk management programs, including self-insured and indemnity functions of property, casualty, liability, worker's compensation, medical, dental, vision, life and retirement programs and employee and pupil safety programs.
Participates in the investigation of incidents and coordinates the preparation of material and evidence for use in hearings, litigation and insurance claim cases.
Monitors expenditures in the health benefits and worker's compensation funds and insurance related portions of all other District funds.
Conducts on-site inspections, and identifies and analyzes District loss exposures and reviews loss histories.
Evaluates and analyzes financial and other data to prepare and present reports and information related to risk management, accident prevention and District loss and claims experience.
Communicates with health care providers, attorneys and third party administrators regarding health insurance and worker's compensation issues.
Works with the Director of Maintenance and Operations to develop, manage and direct the District's environmental, occupational and student health and safety programs to ensure compliance with Cal/OSHA, ADA, and other related Federal, State, and local laws and regulations.
Reviews new regulatory requirements and initiates technical guidance in the formulation, interpretation, and application of District policies and procedures as they pertain to risk management, liability claims, workers' compensation claims, occupational and student health and safety regulations, workplace accommodations, and other related issues.
Serves as the District's Chemical Hygiene Officer; investigates and ensures that hazardous waste and surplus chemicals are handled in compliance with local, State and Federal regulations across all existing and new facilities; updates and oversees compliance with the District's Chemical Hygiene Plan as required; prepares mandated regulatory reports.
Identifies risk, which consists of the continuous identification of the District's exposure to loss and quantitative measurement of the risks affecting the District in terms of both frequency and severity.
Oversees and coordinates safety program activities; ensures compliance with OSHA and related local, state, and federal regulations; conducts safety inspections; responds to complaints of safety hazards; oversees and/or conducts safety training and committees; reviews and updates all OSHA related programs and policies as necessary; participates on the District's Safety and Health Benefit's Committee.
Oversees, reviews, and maintains the Injury and Illness Prevention Program (IIPP) for the District; investigates and analyzes incident reports and complaints involving work-related injuries and illness; prepares reports noting hazards, violations, and accidents; recommends measures to prevent recurrence.
Organizes, facilitates, and maintains training programs to enhance and encourage employee awareness of workplace hazards; assists in the instruction of staff and provides specific on-site occupational safety and health training; may coordinate, schedule, and arrange for off-site training through specific courses, seminars, and workshops.
Gathers, organizes, and analyzes employee training records and documentation of training accomplished; utilizes computerized spreadsheet and/or database management programs in order to review, evaluate, and maintain records regarding employee accidents; prepares appropriate reports.
Assists in the development, maintenance and management of necessary budgets to accomplish risk management programs; evaluates and analyzes costs and benefits of insurance programs and participates in contract negotiations with providers; and assists in the development of cost containment programs.
Maintains appropriate data storage and retrieval systems for risk-related information.
Maintains an inventory of all District vehicles to ensure they are included in the District's insurance coverage.
Acts as District representative on the Ventura County Schools Self-Funded Authority Risk Management Committee.

Education/Experience
A Bachelor's degree in Business Administration, Public Administration, or a closely related field, AND four (4) years of experience performing increasingly responsible duties in support of a risk management and/or workers' compensation programs, preferably in a public agency setting.
*Alternate variations of education/experience that would likely yield the necessary knowledge, skills, and abilities may be considered as acceptable in meeting minimum entrance requirements to qualify for participation in the examination process.
Licenses/Certifications/Special Requirements
- Valid California Class C Driver's License
Knowledge of:
- Principles, trends, methods and procedures pertaining to risk management, risk reduction, self-funded and indemnity programs, comprehensive employee benefit options and methods and liability program offerings.
- General and specific insurance coverage's including, but not limited to liability, property, machinery, difference-in-condition transit, worker's compensation group health, life and long-term disability.
- Loss control techniques.
- Laws related to work related injury or illness, school district liability and pupil safety.
- Business applications of computers and financial record keeping principles.
Ability to:
- Understand, interpret and implement laws/rules and regulations relative to financial and risk management.
- Employ effective techniques to collect, investigate and analyze varied data.
