A Federal Government Capture Manager is a strategic role that leads a team to develop a plan to win government contracts. The capture manager handles research, analysis, and strategy to create the capture plan. The plan helps the government understand the company and its capabilities, and why it should be interested in awarding a contract.

RESPONSIBILITIES
- Identifies, researches, and supports the response to Request for Proposals (RFPs), Requests for Information (RFIs) and Sources Sought notices issued by the Federal Government using a variety of opportunity portals such as FBO, GovWin, and others.
- Effective in shaping RFPs prior to release through strategic customer engagement and mission enhancing solutions.
- Effective use of cross-business area / cross-sector solutioning and resource loading to increase PWIN and drive best-in-class solutions.
- Responsible for entering and updating opportunity data in the company’s CRM system.
- Perform competitive assessment, risk analysis, and Bid/No-Bid recommendation in daily briefings.
- Support the proposal team by providing business intelligence pertaining to opportunities to include incumbent information.
- Lead win strategy including competitive assessment, and prepare/complete strategic action plans, ROIs, and risk assessment.
- Identify opportunities and potential teaming partnerships through agency research, client, and partner networks.
- Experience identifying critical gaps and plotting solutions to close on complex opportunities.
- Monitor public databases, Government Agency websites, and Government Agency procurement forecasts.
- Ability to build internal price to win based on competitive analysis.
- Ability to drive phases of capture activities and strategy execution.
- Briefs capture status to senior management at specified milestones in the capture process.
- Frequent use and general knowledge of industry practices, techniques, and standards.
- Reviews, creates or updates standard processes and tools to support the operational component of the contracting lifecycle and to achieve best-in-class capabilities. Continually looks for ways to improve the operational processes and tools for end-users and leads the design/implementation of such improvements.
- Participate in industry days, appropriate associations, and networking opportunities.
- Communicate overall capture progress to management; escalate issues/concerns to senior leadership.
REQUIREMENTS
- Bachelor’s degree in Business or related field.
- Minimum of 5-7 years’ experience in a technical consulting role.
- Federal contracting and procurement experience and knowledge.
- Experience managing diverse capture teams.
- Knowledge of customer community, relationships, and experience with procurement organizations in the Federal Civilian community.
- Excellent follow-up skills with the ability to prioritize and anticipate the next steps.
- Proactive with exceptional organizational and interpersonal skills.
- Ability to communicate effectively with clients and team members.
- Excellent problem-solving skills.
- Experience working in an Agile development environment is a plus.
