Please note: The schedule for this position is Monday through Friday, 8:00 a.m. to 4:30 p.m. in-office at the Washington Veterans Home, which is a quick drive from the downtown scenic waterfront area of Port Orchard.
This position has been posted within the assigned pay range through Step L. Step M has not been published as this is considered the longevity step, in alignment with state HR compensation rules.
Position(s) at this location will also receive 5% Premium Pay for facilities open twenty-four hours per day. Employees must physically work at the facility 3 days per workweek to qualify. The 5% Premium Pay is in effect until June 29th, 2025.

As an HRC 1, you will provide first-level professional HR consultation and advice to managers, supervisors, and employees regarding HR issues including WDVA policies, procedures, civil service laws (WAC), collective bargaining agreements (CBAs), and laws pertaining to the Family and Medical Leave Act (FMLA) and the Fair Labor Standards Act (FLSA). The incumbent works under the regular guidance of the Human Resource Consultant 4 (HRC4).
Some of what you'll do:- Consult with and provide advice to employees, supervisors, and managers regarding HR-related procedures, guidelines, policies, WACs, Federal and State laws, and CBAs.
- Process and execute onboarding of new employees to the Home.
- Consult with management regarding initial stages of performance management, attendance management, and employee relations concerns. Consult with HRC 4 on complex personnel issues.
- Consult with employees and supervisors on FMLA and shared leave-related issues. Review and prepare FMLA paperwork and process appropriate forms for management's approval and signature.
- Assist HRC 4 and employees with reasonable accommodation, FMLA, Paid Family and Medical Leave (PFML), and may participate in interactive meetings.
- With guidance and expertise of the HRC 4, consult with management/supervisors regarding position description forms and language for in-training plans, status changes, etc.
- Act as an ambassador for the Home and the HR Team, delivering consistent information and service to both internal and external customers.
- Respond to inquiries from employees, managers, and members of the public; assess customer requests and needs for further assistance.

Required:- Bachelor's degree with a focus on business, HR, social or organizational behavioral sciences, or related field.
- Two (2) years in an HR field with experience drafting professional correspondence and executing professional-level procedures based on documented guidelines, RCWs, WACs, CBAs, and agency policy. A combination of education and professional experience may be considered on a year-for-year basis. Professional experience must be relevant to the position.
Preferred/Desired:- Three (3) years of senior-level office support or administrative experience, including at least six (6) months in an HR environment.
- One (1) year of experience using HRMS for entering personnel actions for the State of Washington or using an HRIS system for personnel actions/activities.
- Proficiency in the use of Excel, Word, Outlook, Access, and Internet Explorer.
- Experience in:
- Providing customer service.
- Presenting information to small groups.
- State Civil Service Rules and ability to correctly interpret Civil Service Rules and CBAs.
- Working with a unionized workforce.
- Explaining benefits, policies, rules, and rights to employees and other customers.
Special Requirements:- Must be able to pass a DSHS BCCU Background Check prior to beginning services and every two (2) years in accordance with WDVA Policy 615.000 Background Checks.
- Must comply with annual Tuberculin Screening in accordance with DVA policy 670.000 Tuberculosis Testing.
- Requires medical evaluation, fit testing, training, and use of respiratory protection as required by the Washington Industrial Safety and Act standards.
- Must have a valid driver's license.
