Purchasing Analyst
Department: Department of Administrative Services
Full Time
Annual Salary Range: $56,409.60 - $65,665.60/yr

Job Summary: The Purchasing Analyst ensures process integrity and provides administrative assistance to the Department of Administrative Services Procurement team supporting program delivery. Supports daily operations of department staff related to organizing and reporting relative procurement activities concerning Goods/Commodities, Goods and Services, and Professional Services. Maintains responsibility for data gathering, monitoring project compliance aligned to departmental and County ordinance, policies and procedures, and perform other duties as assigned.
Job Responsibilities:
- Maintaining a database of invoices, purchase orders, quote requests, vendor or supplier contracts, and updating it as needed requiring review of requisitions for thoroughness and appropriateness of technical requirements and prepare monthly updates on sourcing matters.
- Support the procurement processes, update procurement plans and undertake small procurement projects under the supervision of the Contract Managers, Compliance Manager, and Buyer including but not limited to preparation of Purchase Orders (POs) and contracts for contracting services.
- Encourage procurement procedures by collaborating with project workers supporting the procurement processes, update procurement plans and undertake small procurement projects under the supervision of the Finance and Administration Manager.
- Assist procurement procedures by working with project staff to develop a planning process including assisting with market research for the goods and services to be procured and produce market research reports and cost estimations for the goods and services to be procured.
- Conducting management studies on contract activities to develop and implement procedural changes, new methods, or automated systems as appropriate to increase efficiency and cost effectiveness (value); and making recommendations.
- Monitor POs and contracts, including taking follow-up actions and monitoring deadlines for timely delivery of goods and services.

Required Education, License and Experience:
- High School diploma or GED required
- No Experience required.
- Current Resident of the State of Wisconsin
- Ability to lift/carry up to 10 lbs. and push/pull 5 lbs.
Preferred Qualifications:
- Wisconsin Driver’s License
- Bachelor’s degree in public administration, Supply Chain Management, Business Management, or related field with no experience preferred.
Desired skills or experience: An effective purchasing analyst typically requires a combination of knowledge, skills, and personal attributes to excel in their role including the following areas: industry knowledge, procurement processes, data analysis, financial acumen, effective communication skills, attention to detail, ethical conduct, and teamwork and collaboration.
