Job Title: Budget Analyst, Intermediate II
Security Clearance: Secret
Education Requirement: Bachelor’s Degree (Any Field).
Experience Requirement: Minimum of three (3) years of related experience with federal government financial systems. Four (4) additional years of related experience may substitute for a bachelor’s degree.
Job Description:
The Budget Analyst, Intermediate II, will execute a variety of budgetary functions essential for implementing the organization’s budgetary programs, policies, and procedures. This role involves significant experience in federal government financial systems, including the preparation of execution documentation and financial reporting.
Key Responsibilities:
- Analyze and formulate program requirements to support budgetary objectives within the organization.
- Prepare, monitor, justify, and defend budgets to ensure alignment with organizational goals and compliance with regulatory requirements.
- Track acquisition schedules and program milestone schedules to ensure timely execution of projects.
- Monitor and track obligations and expenditures throughout the contract execution phase, ensuring adherence to financial policies and regulations.
- Initiate and track procurement and budget documentation throughout the procurement and budget cycles, ensuring all records are accurate and comprehensive.
- Support a wide variety of budgetary reports, ranging from simple data calls to complex work products, providing necessary analysis and insights.
- Manage budget and funding execution utilizing GFEBS (General Fund Enterprise Business System) and LMP (Logistics Modernization Program).
- Collaborate with Program Analysts to balance budgetary and funding requirements effectively.
- Create execution documents, including Military Interdepartmental Purchase Requests (MIPRs), Procurement Work Directives (PWDs), and funding reports.
- Consolidate the accuracy of budget data estimates using statistical techniques such as extensions, averages, and trend analysis of historical data.
- Monitor and track obligations and expenditures for assigned activity accounts using related budgetary forms, schedules, and reports.
- Verify that obligations and expenditures occur in a timely manner according to the annual work plan and regulatory controls, ensuring compliance with programmed amounts.
- Independently resolve any budgetary discrepancies that arise, ensuring accurate financial reporting.
Qualifications:
- Experience: A minimum of three (3) years of related experience with federal government financial systems, specifically in preparing execution documentation such as MIPRs and financial reporting on the daily status of funds (SOF).
- Skills: Strong analytical skills with a focus on budgeting and financial management; proficiency in financial systems (e.g., GFEBS, LMP); effective communication skills, both written and verbal; attention to detail and accuracy; ability to work independently and collaboratively in a team environment.
