Pay Schedule XII Grade 4M
A vacancy exists in the Office of Budget and Finance, Budget Formulation and Administration.
A list of eligible applicants will be established based on the examination as outlined below.
Current and future vacancies occurring in any Office or Department of Baltimore County General Government may be filled from the list of eligible applicants.

Examples of Duties
Under general supervision, assists in the preparation of County budget proposals, analyzes agency budget requests, and conducts studies of the organization, functions, and fiscal condition of County agencies.
- Assists in the preparation of budget proposals for review by the Director, County Administrative Officer, and County Executive. Analyzes and projects revenues. Prepares statements delineating budget requests, reductions, approved allocations, and anticipated revenue sources.
- Reviews proposed expenditures for conformance to approved budgets. Reviews, investigates, and analyzes requests for new or additional positions to ascertain that such requests are justified. Analyzes departmental budget requests and recommends approval or rejection thereof.
- Leads and participates in studies of the organization, methods, procedures, and functions of County agencies. Prepares periodic reports on efficiency and economy. Makes recommendations to increase efficiency and economy of agencies.
- Participates in County Council budget hearings.
- Coordinates and performs systems development in conjunction with Data Processing personnel.

Prepares correspondence. Performs general office duties. Performs other related duties as required.

Qualifications
Required Qualifications
Graduation from an accredited college or university with a bachelor's degree in accounting, business administration, economics, finance, public administration, political science, or a closely related field
plus
four years' experience in budget analysis and/or management analysis. (Qualifying education beyond a bachelor's degree may be substituted on a year-for-year basis up to a maximum of two years for the required experience. Additional experience in budget analysis and/or management analysis may be substituted on a year-for-year basis up to a maximum of four years for the required education.)
Knowledge, Skills, and Abilities (Entry Level)
Thorough knowledge of municipal accounting and budgeting principles and practices. Thorough knowledge of government and public administration. Thorough knowledge of the functions and operations of municipal government. Thorough knowledge of modern office practices and procedures relating to accounting and budgeting including spreadsheet programs for personal computers.
Skill in investigating and analyzing complex budgetary data. Skill in preparing and interpreting complex financial statements and reports. Skill in performing complex mathematical and statistical calculations necessary to prepare cost projections and other required financial and budgetary data.
Ability to review the work of others. Ability to establish and maintain effective working relationships with all contacts. Ability to communicate effectively.

Thorough knowledge of the organizational structure and functions of County government. Thorough knowledge of County budgeting policies and procedures. Thorough knowledge of computer and data processing technologies used in County budgeting. Thorough knowledge of County and departmental rules, regulations, policies, and procedures.
Skill in reviewing, analyzing, and formulating budgets of County agencies. Skill in organizing, analyzing, and interpreting financial and management data to solve organizational and budget problems. Skill in preparing and interpreting complex County financial reports and statements. Skill in analyzing and approving the organizational structure of County agencies. Skill in interpreting County budgeting policies.

Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant’s major field of study. Copies and unofficial transcripts are acceptable.

EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.
Conditions of Employment
Employees hired after July 1, 2022 are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.
Physical and Environmental Conditions
The work of this classification is essentially sedentary, but may include occasional walking, standing, and/or other limited physical activity.
Employment Background Investigation
Applicants selected for an appointment to a position in Baltimore County must successfully complete an employment background investigation, including, but not limited to a criminal background, education, and fingerprint check.
