Position Title: Air Vehicle Program Analyst

Duties and Responsibilities
Provides program analyst support to the F-35 Joint Program Office Air Vehicle Program Management Office (AV PMO) in providing lifecycle cost, schedule, and performance of aircraft, avionics, sensors, weapons integration, and modifications in the F-35 Lightning II Enterprise. Supports AV PMO in delivering 5th Generation tactical aircraft to U.S. Services, Partners, and Foreign Military Sales (FMS) customers. Duties include the following:
- Assist AV PMO in providing development, production, modifications, and retrofit, and sustainment of the AV.
- Pilot Flight Equipment (PFE) - assist AV PMO in managing the requirements, development, testing, qualification, and sustainment of Below-the-Neck F-35 PFE.
- Helmet Mounted Display System (HMDS) - assist AV PMO in managing the development, procurement, and sustainment of F-35 HMDS.
- F-35 Block 4 Modernization - assist AV PMO in providing airborne systems capable of operating effectively in highly contested battle spaces now and in the foreseeable future.
- Development Foundation Contract (DFC) - assist AV PMO in providing manpower and material support to the Integrated Test Force (ITFs) (FTW, NAS Patuxent River, and Edwards AFB) as well as the FTW and Supplier labs to enable F-35 Development, Sustainment, and Production efforts.
- Developmental Test Viability (DTV) - assist AV PMO in providing life limiting modification and Flight Test Instrumentation (FTI) sustainment support for the Developmental Test fleet aircraft to enable Block 3 and Block 4 testing.
Knowledge and Qualifications
- Bachelors Degree in Science, Engineering, Business Management or related discipline. May substitute an Associates Degree with 10 years of experience.
- Experience in program management, technical, or business analysis discipline, related to weapon systems acquisition and life cycle management; and a minimum of six years of recent work experience related to analysis and planning; there must be at least four years of experience in program management, technical or business analysis; and there must be two years professional experience in technical efforts supporting major weapon systems and components development.
- At least two years in support of a Major Defense Acquisition Program (MDAP).
- Knowledge of the principles, policies, and practices of system acquisition to plan, organize, and coordinate critical aspects of the development, production, deployment, and sustainment of systems, subsystems, and equipment.
- Knowledge of Federal Acquisition Regulations (FAR) for the development of contracts and contract modifications required for the acquisition of logistics supportability products.
- Demonstrated experience in the program/project status, schedules, and DoD reporting.
- Demonstrated knowledge of Service and OSD policy and documentation related to PPBS, life-cycle management of military acquisition programs (as specified in the DoD 5000 series), to include DoD Instruction (DoDI) 5000.2, DoD Directive (DODD) 5530.03, and the International Cooperation in Acquisition, Technology and Logistics (IC in AT&L) Handbook.
