City of Reno, NV - Budget Manager
SUMMARY: The Budget Manager manages, directs, and supervises the division and staff in preparation of the annual operating budget and performs high-level research and budget analyses. Responsibilities include developing and coordinating the annual operating budget process and calendar, ensuring adherence to City and state requirements, coordinating strategic planning, and providing departmental support for quarterly reviews.
Distinguishing Characteristics: The Budget Manager completes special assignments requiring independent judgment and initiative in making technical decisions. This class is distinguished by its responsibility for the overall process and increased technical skills needed to perform assigned duties.
Supervision Received and Exercised: Work may be reviewed to ensure compliance with organizational goals and policies; autonomy is granted at the departmental level. This position exercises supervision and oversight to other positions.
Essential Functions: Essential functions may include, but are not limited to:
- Managing, coordinating, and reviewing the work of assigned staff; assigning work activities and coordinating schedules.
- Coaching, training, and motivating staff; managing the employment and hiring process.
- Managing and overseeing assigned budgets; monitoring expenditures and making recommendations.
- Providing operational leadership to ensure standards for productivity and compliance are met.
- Communicating with other City departments on budget and special projects.
- Preparing written documents including the Executive Budget Plan.
- Reviewing work products to ensure compliance with standard operating procedures.
- Planning, organizing, and directing budget preparation activities.
- Resolving procedural and operational problems.
- Developing departmental policies and procedures.
- Performing mathematical calculations and financial analysis.
- Performing other duties as required.
Minimum Qualifications:
Education and Experience:
Bachelor’s degree in Accounting, Finance, Business Administration, Public Administration, or a related field; five years of experience in accounting, auditing, budgeting, or closely related financial activity.
Required Licenses or Certifications:
- Must possess a valid driver's license or demonstrate the ability to independently travel to multiple work locations.
COMPETENCIES: Knowledge of budgeting processes, project management techniques, employee training principles, statistical analysis methods, municipal budget practices, and critical thinking.
Ability to: Analyze budget-related data, supervise and train personnel, prepare reports, communicate effectively, and establish working relationships.
Supplemental Information: Work is performed primarily in an office setting with some travel. Requires sufficient physical ability to work in an office, including prolonged sitting, and the ability to operate office equipment.
