ECU Health is a mission-driven, 1,708-bed academic health care system serving more than 1.4 million people in 29 eastern North Carolina counties. The not-for-profit system is comprised of 13,000 team members, nine hospitals and a physician group that encompasses over 1,100 academic and community providers practicing in over 180 primary and specialty clinics located in more than 130 locations.
The flagship ECU Health Medical Center, a Level I Trauma Center, and ECU Health Maynard Children's Hospital serve as the primary teaching hospitals for the Brody School of Medicine at East Carolina University. Position Summary
Coordinates the annual external financial statement audit and all tax related reporting requirements. Provides coordination of fixed asset accounting for multiple corporations, including lease accounting and capital reporting tools. Prepares monthly, quarterly and annual external compliance reporting for bond compliance, rating agencies, and other entities upon request. Serves as the primary resource for actuarial related reporting, including preparation of monthly entries for all entities related to those reports as well as assists in the annual budget process related to actuarial reporting. Performs queries and runs reports for month end closing, financial reporting, and analytical reporting to manager, assistant controller, controller and executives, as requested.
Responsibilities
Responsible for completing special assignments as assigned.
1. Serve as the central point of contact for ECU Health (System) related to the annual audit external client assistance package.
a. Coordinate the retrieval of audit information for all entities across the organization.
b. Consolidate and review all retrieved data into audit lead schedules and financial statements.
c. Provide Corporate Controller with audit lead schedules and financial statements for submission to external auditors.
d. Provide any additional information needed to assist external auditors in completion of audited financial statements.
e. Review the draft of auditor report for accuracy before final is prepared.
f. Included in annual audit related reporting is coordination of pension and 401k agreed upon procured assignments.
g. Coordination of Federal & State Compliance audits as needed based on funds expended within a reporting period.
2. Prepares the annual federal income tax 990 client assistance package.
a. Coordinate the gathering of data.
b. Consolidate retrieved data to be used in the process of preparing the federal and state tax returns.
c. Prepare the federal tax return client assistance packages for external tax firm.
d. Assist the external tax firm with any questions and additional information needed.
e. Review the draft of federal income tax return for accuracy before review of return drafts by Corporate Controller.
3. Other tax reporting matters.
a. Oversee the preparation and review of filings required for the offshore reinsurance company, including quarterly form 720 filing.
b. Provide information for the preparation of the annual FBAR reporting.
c. Understand and lead any changes associated with new or revised tax laws and unrelated business income tax (UBIT)
d. Interact directly with external tax firms to provide research on tax related to tax related questions.
e. Quarterly review of 941 reconciliations for accuracy prior to filing.
f. Semi Annual review of sales tax reporting filing requirements.
g. Serve as primary contact for any IRS notice filings
h. Completion of Form 4720 for compliance with IRS excess compensation requirements
4. Serve as Administrator role for StrataJazz, the capital asset and project budgeting and approval tool, and provide leadership for lease accounting module within PeopleSoft.
a. Maintain strong knowledge of GASB accounting guidance around fixed assets and lease rules to serve as primary contact for the system for lease and capital asset related reporting.
b. Become familiar with the leases across the system to help track and ensure accounting for various lease components are captured in accordance with appropriate accounting standards.
c. Provide oversight of annual fixed asset and lease reporting for the system for audit, creating consistency and best practice mindset for all entities.
5. Performs and maintains all adjustments, reconciliations and inquiries for month end and financial reporting of actuarially computed values including but not limited to group health, professional liability, pension, workers¿ compensation and other liability reserves.
a. Prepare month end journal entries to distribute to corporate accountants for import into the general ledger.
b. Retrieve supporting information for account transactions.
c. Prepare reconciliation of account balances to ensure accuracy of financial information being reported on financial statements.
d. Prepare annual audit related schedules associated with the actuarial reporting and serve as primary point of contact for inquiries related to those reports
e. Participate in budget review discussions regarding actuarial report values, including interacting with actuarial firms to coordinate reporting needs throughout the year.
6. Provide financial reporting support for internal reporting requirements
a. Monthly, Quarterly or Annual reporting assistance related to financial reporting packages for the system
b. Serve as a primary user/contact for the FCCS reporting tool (month end reporting packages and adhoc system variance reporting as needed.
c. Accumulate monthly medical claims detail for reporting to the Director of Reimbursement for cost report impact, including year-end reconciliations and support for audit inquiries.
7. Provide financial reporting support for external reporting requirements
a. Assist with preparation of bond compliance reporting and maintenance of bond compliance checklist with the Vice President of Financial Services and Chief Financial Officer.
b. Track and maintain compliance reporting related to arbitrage reporting requirements associated with various bond issues.
c. Provide financial and statistical reporting information as requested from rating agencies, as well as other hospital related industry questionnaires and other external financial reporting requests as needed.
Minimum Requirements
4 year college degree in Accounting, Business Administration or Finance is required- or higher.
Master's Degree or CPA license is preferred
Proficiency in Microsoft Word and Excel required.
Excellent interactive, communication, and people skills.
Minimum 2-4 years of audit or tax experience in a public accounting environment required
Healthcare industry and Corporate/Multi-Entity environment strongly recommended
Financial Reporting / Financial Analysis / Cost Accounting / Budget experience strongly recommended.
