The Facilities, Finance, and Analytics Administration (FFA) are looking for a Fiscal Analyst 1 to join their dedicated team in Olympia, Washington. In this role, you will process travel expense claims and payments. This is an opportunity to work for Washington’s largest state agency, in a small tight-knit unit that works cohesively and values collaboration, within the Office of Accounting Services. Some of what you'll do:- Review, analyze and interpret financial records from the Travel and Expense Management System (TEMS) to ensure compliance with DSHS, State and Federal regulations and policies.
- Identify discrepancies and errors, and determine the appropriate action to be taken, which may involve further research by fiscal staff, returning the reimbursement request to the approver and/or traveler for further clarification or correction of the expense in question, or denying the claim.
- Identify trends (such as patterns of incorrect travel expenses claimed) and flags the specific travelers for closer analysis and scrutiny of their submitted requests and alerts Manager of any identified anomalies that should be investigated.
- Process claims and move them forward for payment.
- Assist with Central Operations Unit duties and special projects, as needed.
- Respond to Travel Desk inquiries regarding statewide travel regulations, agency travel policies, and the use of TEMS.
- Accurately enter appropriate account coding.
- Interpret and explain travel rules and regulations according to DSHS, State, and Federal policies.
- Participate in creating training materials and conduct training sessions for agency employees.
Who should apply?Professionals with a bachelor's degree*, which includes at least 18 quarter or 12 semester hours of accounting, auditing, or budgeting.
OR
A master’s degree* in a financial related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant can be substituted for professional experience.*Professional experience may substitute for the degree, but not usually for the credit hours.
Additional knowledge, skills, and abilities we are looking for:- A comprehensive working knowledge of both the state travel regulations (SAAM) and the specific DSHS travel policies and procedures as well as the Travel and Expense Management System is required
- Skills to understand and apply the travel policies outlined in the State Administrative Accounting Manual (SAAM) and DSHS Administrative policies
- Effective written communication skills, demonstrated by the ability to write clearly, provide brief overviews, and write/send emails
- Extensive telephone communication skills to respond to and resolve problems/inquiries from customers
- Ability to use a personal computer, calculator (19 key), printer and copy machine.
Ability to use all assigned desktop software - Occasional weekend work if required to meet processing deadlines
