This position has a leading role in managing the processes and procedures of maintaining the finances of the County. As such, this position has responsibility and is accountable for all activities relating to the production of a balanced budget annually.
1. Balanced Budget – The incumbent performs the planning, organizing and finalizing of the Annual Budget of $116 million for County Council approval. The incumbent maintains regular communication with the County Administration when there are significant departures from expected balances. This also entails regular interface with the Deputy Treasurer on deposits and other transfers from the Treasurer to the County accounts. The incumbent assists the Finance Director in preparing the ACFR each year. As part of the daily duties, this position assigns appropriate levels of security access to the system for department heads and contacts.
2. General Ledger – This position is responsible for preparing entries to record General Ledger activities, including bank account activities, monthly entries, and revenue accrual from the Treasurer’s office. It is responsible to the Assistant Finance Director in this capacity, and also works closely with Fixed Assets area to create a full picture for the Finance Director.
3. Travel and Training – The position is responsible for approving travel and training expense requests from department heads based upon available funds in the respective budget.
4. Training – The incumbent may be required to provide in-house training on the budget and systems supporting it as needed.
The challenge in this position is influencing and negotiating with other department heads during the annual budgeting cycle on the amount of money being requested and how the requests are reflected in the various line items. When there are conflicting interests represented, this position must negotiate a workable and satisfactory solution for all parties. When presenting the budget to County Council, this position must be able to defend the budget outcome, and be prepared to offer suggestions based upon past practice and precedence.
Further challenges occur when the cash flow is slow, and the incumbent must work with department heads to slow spending for a period of time.
This position is mostly internally focused, interfacing most often with people inside the County. On a monthly basis, there may be interaction with the software company regarding existing problems with suggestions for improvements to them.
This position works within generally accepted accounting guidelines (GAAP), and exceptions need to be discussed with the Finance Director for approval.
The position requires minimal supervision, meeting weekly with the manager to inform on work progress.
WORK LEADERSHIP OR SUPERVISION: This position is an individual contributor. There are no direct reports.
REQUIRED EDUCATIONAL BACKGROUND AND JOB-RELATED EXPERIENCE:
Minimum Level of Job-Related Education: Bachelor’s degree in Accounting.
Minimum Amount of Job-Related Experience: Minimum of 5 years.
A Certified Government Financial Officer certification is preferred.
