DSHS BHA Budget Administrator

The Department of Social and Health Services (DSHS) and the Behavioral Health Administration (BHA) is looking for a Budget Administrator that will lead us into the future. You’ll be working with Governor and legislative staff in the development of supplemental and biennial budgets that support the state psychiatric hospitals and multiple smaller state-operated inpatient psychiatric facilities, statewide forensic mental health programs, and BHA Headquarter operations. You’ll make significant recommendations based on expertise and knowledge in the areas of financial analysis, budgeting, forecasting, and strategic decision making around fiscal issues.
Some of What You’ll Do
- Lead the development and submission of BHA’s biennial and supplemental budgets.
- Provide fiscal estimates of the impact of proposed legislation.
- Analyze financial data to inform the development of internal spending plans and allotments.
- Monitor expenditures to ensure BHA stays within the confines of the enacted budget.
- Provide financial analysis, recommendations, and advice to the BHA Executive Leadership Team.
- Act as a liaison between BHA, DSHS Central Budget Office, Office of Financial Management, and legislative staff.
- Supervise the work of a team of six budget professionals in developing supporting analysis and producing supporting documentation for decision packages, fiscal notes, internal spending plans, and year-end projections.
What We Want in Our New Administrator
Knowledge
Bachelor's degree from an accredited university in public administration, accounting, business, or related field.
AND
A minimum of five years’ progressively responsible experience in state agency budgeting.
AND
Three years supervisory experience.
OR
Equivalent education/experience.
Skills and Abilities
- Demonstrated ability to communicate effectively, verbally and in writing, with diverse audiences regarding complex data and financial management principles and practices.
- Demonstrated ability to plan and manage multiple and complex projects and other assignments in collaboration with other BHA staff and staff in other administrations and agencies.
- Demonstrated ability to work independently and take initiative to identify, investigate, take corrective action, and make recommendations to management on issues pertaining to financial management, budget development, public policy analysis.
- Demonstrated ability to use Microsoft Excel at an advanced level of competency.
- Commitment to supporting a safe, respectful, equitable, and inclusive environment is required.
