Department Summary:
The Center for Human Identification (CHI) is an accredited forensic laboratory on the campus of The University of North Texas Health Science Center at Fort Worth. With funding from the State of Texas and various Federal Government agencies, CHI supports forensic DNA testing, anthropological examinations, local CODIS operations, training, and various research and development initiatives. CHI also manages the Texas Missing Persons DNA Database.
Position Overview:
The Financial Manager manages and coordinates financial business activities for the Center for Human Identification, under supervision of the Director, Financial Operations. This position will oversee the Fee for Service billing and collection process, as well as serve as a liaison for the department to internal administrative departments and external vendors. The Financial Manager uses business, analytical and qualitative methods to understand, predict and enhance the Center’s procurement processes. This position also serves as a resource for the department in the resolution of day-to-day financial management operations.
Minimum Qualifications:
- Bachelor's degree and four (4) years related experience; or equivalent combination of education and experience.
Knowledge, Skills and Abilities:
- Knowledge of supply chain systems, particularly purchasing or procurement
- Experience with accounts receivable/payable, reconciliations
- Proficiency in excel and attentive to details
- Ability to engage stakeholders and develop productive interdepartmental relationships.
- Demonstrates advanced written and verbal communication skills
- Ability to establish priorities and make appropriate decisions
- Exhibits exceptional customer service
Job Duties:
- Interfaces with Total Contracts Management System on contract management, including service contracts, fee for service agreements/MOUs.
- Coordinates financial management of Fee for Service capability, preparing and submitting quotes and invoices; receiving, documenting and depositing all payments; and partnering with the Director to reconcile and collect outstanding receivables.
- Performs monthly reconciliation of outstanding purchase orders and receivables.
- Partners with the Director, Financial Operations to manage relationships with stakeholders, vendors and service providers, ensuring items are received and paid on time.
- Manages procurement of supplies and equipment, including resolving procurement issues by managing quotes, invoices, contracts and purchase order payments; collaborates on the development of guidelines and procedures for the procurement processes; ensures proper allocation of supply and equipment expenditures for state, research and endowment funds; and maintains supply and equipment expense accounts and balances.
- Serves as liaison to internal administration departments within appropriate workflows.
