The mission of the Department of Public Instruction:
The North Carolina Department of Public Instruction (NCDPI) is charged with implementing the state's public school laws for pre-kindergarten through 12th grade public schools at the direction of the State Superintendent of Public Instruction and State Board of Education.
The North Carolina Department of Public Instruction is seeking applicants for an Allotments Analyst II for our Financial Business Services/School Business Services/Allotment Section.
The primary purpose of this position is to provide financial management and administration of the $8 billion in the State Public School fund and the $1 billion of Federal Grant funds to the 115 Local Education Agencies (LEAs) and nearly 200 Charter Schools across the state of North Carolina while acting in the capacity as one of two Senior Allotment Analysts.
To accomplish this goal, the Senior Allotment Analyst works side-by-side with the Section Chief; develops a system which calculates and distributes state/federal Planning and Initial allotments and revisions with 100% accuracy; explains complex funding formula calculations; interprets new and existing fiscal legislation; analyzes/develops equitable allocation formulas to recommend for approval by the State Board of Education in accordance with education legislation changes; formulates and forecasts analyses related to allotment categories and formulas; calculates/analyzes cost impact to fund various new education programs, or change the funding of existing programs; monitors the State Public School Fund portion of the continuation and expansion budgets; researches historical funding information in order to make decisions or evaluate the current method of funding education in North Carolina; verifies work prepared by other section personnel; composes allotment policies and procedures to be followed by the LEAs and departmental personnel; performs other special projects as requested.
There are approximately 50 allotment categories. As Senior Allotment Analyst, this position directly prepares the more difficult allotment calculations and assists and advises the other analysts in preparing their assigned allotment calculations by reviewing planning allotments, initial allotments and revisions.
The Senior Allotment Analyst is a key professional financial analyst position which requires the person to work closely with all levels of management within the agency in developing state aid budgets, analyzing requirements and expenditures, and determining and providing detailed data, analysis, and recommendations for management action at the highest levels in the department. Because this position is crucial in the development of budget requirements which serve as the foundation for legislative funding of education and responds to special requests from areas such as the General Assembly, the State Board of Education, and the Department of Administration, this position operates under strict and demanding deadlines. It is imperative that these deadlines are met, thus overtime hours are often required.

Minimum Requirements:
- Demonstrated experience with Microsoft Office Suite products, and/or financial systems.
- Demonstrated experience in analyzing data.
- Demonstrated experience writing Standard Operating Processes (SOP) and/or Reports, and/or Manuals.
Management Preferences:
This employee in this position must have the proven ability to anticipate needs of the state aid systems and implement any actions required to ensure financial data is accurate and complete in a timely manner for all areas, LEAs, agencies, government, and private personnel affected by this financial data. The position will be responsible for researching, interpreting, and presenting financial data as required by the section chief. Accounting or budgeting experience is needed along with the ability to interpret laws, regulations, and policies. Employee must have the ability to interpret and analyze accounting data, applying that analysis to the departmental needs, determining compliance with guidelines, regulations and laws, and communicating effectively in oral and written form. The employee must be very experienced in Excel, Access, and PowerPoint at a minimum. We are looking for individuals that have worked in PowerBI and Tableau platforms as we move towards those modern applications. Those with experience in other advanced data analytics tools (SAS, Python, etc.) are preferred.
Education:
Bachelor’s degree in business administration, public administration, accounting, or related field, from an accredited institution and four years of experience preferably including experience in accounting or budgeting; or an equivalent combination of education and experience.
