Brief Description
Responsible for analyzing business systems, processes and technology to ensure resources are maximized to fully meet the departmental and organizational needs of the county. Requires strategic design and mapping of business user stories and solutions to system/technical requirements. Responsible for creating/documenting process maps and writing technical specifications for new solutions including custom development and system integrations. Provides best practice recommendations for software and process solutions. Determines training needs, develops curriculums and hosts training sessions. Collaborates with IT staff and leadership in all phases of the Software Delivery Life Cycle (SDLC) and provides documentation deliverables as required. In addition, this role troubleshoots and resolves a varying complexity of application and system issues. Partners with Dallas County departments, various internal IT teams and external vendors to ensure consistent operational efficiency and performance. Management Scope: Assist and support the work of Business System Analyst I.
Detailed Description
Provides moderate to advanced complexity technical support for system users to include problem qualification, fault isolation, problem determination and resolution of system and advanced applications issues and answers; and evaluates and prioritizes client technical inquiries and problems. Maintain assigned incidents, requests and changes in activity tracking systems. Test and validation of software fixes and new software versions/releases. Perform quality assurance review of deliverables for both, internal and external delivery. Manage and administer complex application security rights through user rights, roles and access. Define and document customer business functions and processes. Serve as a project technical resource. Update project plan schedules and sprints. Create project documentation deliverables. Complete assigned project tasks. Participate in stakeholder meetings as needed. Assist in developing training curriculums and conducting technical training sessions. Assist in creating end user application training documents. Participate in gathering and documenting user requirements. Performs other duties and responsibilities as assigned.
Job Requirements
Education, Experience and Training: Education or experience equivalent to a Bachelor's degree from an accredited college or university in Computer Science, Information Technology, Engineering, Business Administration, or in a job related field of study. Two (2) year of work related experience in broad-based systems and/or application technical support experience required. Special Requirements/Knowledge, Skills & Abilities: Skilled in the use of standard software applications (MS Windows, MS Office, etc.). Excellent analytical, organizational and time management skills. Clear and logical approach to problem solving and troubleshooting issues. Ability to effectively communicate, both verbally and in writing, and establish and maintain effective working relationships with employees, departments and the general public in traditional and virtual settings. Work and communicate with a wide range of people - peers, vendors, staff members, broader functional and business leadership, and others. Consistently demonstrate professional, positive, and approachable attitude, demeanor and discretion. Ability to work independently as well as to be a team player in a fast-paced environment. Excellent teamwork, facilitation, relationship building, and negotiation skills. Solid experience with software quality assurance testing required. “Individuals holding or considered for a position which has, or may have, access to criminal justice databases including the FBI Criminal Justice Information Systems, NCIC/TCIC and similar databases, must pass a national fingerprint-based records check prior to placement in such position and may be denied placement in such positions and/or access to such systems. Incumbents must also maintain the ability to pass the records check while in the position or until such time that the Commissioners Court and the County Civil Service Commission deem this position no longer has this requirement.” Physical/Environmental Requirements: Standard office environment. Ability to lift and carry up to 25 lbs. unassisted.
