DSHS FFAA-Fiscal Analyst 2
FFA’s Office of Financial Recovery provides billing, accounting, and debt collection services for all of the Department of Social and Health Services, Department of Children, Youth and Families, and the Health Care Authority.
This position is assigned to the Residential Billing Unit (RBU) as part of Billing. This position requires access to the Residential Payment System (RPS) which contains electronic Personal Health Information (ePHI). This position supports the admission, billing, and collection for Behavioral Health Administration (BHA) and Developmental Disability Administration (DDA).
Duties include but are not limited to:
- Analyzing and interpreting accounting records
- Maintaining individual accounts receivables
- Processing, submitting, and distributing payments from claims
- Resolving denied claims towards resubmission
- Initiating and processing refunds, write-offs, and adjustments
Some of what you will do:
- Analyze financial reports and perform accounts payable discrepancy resolution
- Process electronic and manual CMS bills through internal systems. Upload and distribute CMS bills with internal systems based on caseload. Process bills for submission
- Submit bills and monitor for claim acceptance, check for claim approval
- Process EOBs and ERAs from MODIS and other systems. Perform cash distribution and record activity in cash distribution log
- Manage denials to resubmit claims and record activity on denial log
- Review, analyze, verify and correct the accounting data into the Agency Financial Reporting System. Code patient accounts based on post-admit changes in payers or authorizations
- Manually generate billing statements
- Prepare and process refund requests through AFRS
- Process write-off requests through reconciling accounts
- Work through MODIS to process incoming correspondence
- Process any award letters or participation changes for DD patients
- Call Medicare intermediary Noridian to resolve claims with denials or issues
- Call insurance payers to resolve claims with denials or issues
- Collaborate with facility staff regarding accuracy of billing information such as ICD10 codes or CPT codes or service dates
- Work together with RBU staff to ensure efficient collection of monies
- Work with BHA facilities and RPS IT for timeliness and accuracy of MH Census
- Work with DDA facilities, and their internal systems for timeliness and accuracy of DD Census. Work with MSD Rates team to reconcile RHC and SOLA billing

Who should apply?
Professionals who have a bachelor's degree, with a minimum of 12 semesters or 18 quarter hours in accounting, auditing, or budgeting and 1 to 2 years of relevant professional experience.

- Professional experience may substitute for education, but not for the accounting, audit, or budget-related credit hours
- A master's degree in a financial related field; or certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager, or Management Accountant can be substituted for professional experience
