General Accounting - Fiscal Analyst 3 - Permanent - 2 Positions - *11421-24

WDFW Program: Financial Services Program – Fiscal Office
Duty Station: *Olympia, Washington – Thurston County
*Position has a requirement of 60% in-person with an allowance of 40% telework as determined after initial onboarding and training.
With sustainability and conservation in mind, these positions will serve as senior-level representatives within the Financial Services Program, making recommendations, establishing and applying policies and procedures, and program coordination.
This is an opportunity to provide oversight, coordination, and analytic review of the titling of agency-owned equipment, management and reconciliation of agency Fed-Ex account, miscellaneous fleet related services, and management of agency unique items in consumable inventory.
We are seeking candidates to identify discrepancies, research financial transactions, and coordinate corrective action to accounting staff concerning proper accounting procedures and error correction.
WHAT TO EXPECT -
Among the varied range of responsibilities held within this role, this position will:
Lead financial worker of Fiscal Office, including assisting with coordination, oversight and performing a variety of complex manual and automated fiscal tasks including reconciliations of agency subsidiaries, such as Fed Express account, Cash Receipts and Consumable Inventory, that maintain the financial integrity of agency-wide core internal accounting system and processes. Initiates and develops recommendations regarding fiscal policy, develops fiscal procedures, recommends improvements to the agency. Employs LEAN or other continuous improvement methodologies to achieve efficiencies and respond to customer needs.
- Train and develop staff to use proper procedures and accounting methods to complete their tasks.
- Serve as a subject matter on Fed Ex, Equipment Licensing, Cash Receipting, and Consumable Inventory.
- Assist in the coordination of daily, monthly, year-end deadlines. Research discrepancies, working with appropriate Fiscal Office staff to provide resolution and make necessary adjustments.
- Perform financial review and analysis of transactions performed by Fiscal Office staff based on OFM, IRS and GAAP, federal, and state accounting requirements.
- Assist and train staff in analyzing expenditure data at the object level to ensure timely and accurate reporting of financial data.
- Determine relationships between assets and expenditures with the ability to determine appropriate treatment for complex accounting transactions.
- Analyze, interpret, and reconcile data in different financial systems.
Coordinate the daily activities of the accounting staff to record the revenues, expenditures, assets, and liabilities of the Agency quickly and accurately.
- Oversee the general ledger reconciliation process.
- Assist in ensuring that the functions of the General Accounting unit are done accurately and in a timely manner.
- Ensure input and maintenance of expenditure and revenue codes for all Agency divisions.
- Monitor general ledger accounts for all belated claims, liability for canceled warrants, Due To and Due From Other Funds.
- Independently plans, coordinates, and conducts review of the vehicle processes to advise and recommend staffing of licensing requirements, options, and processes. Trains and instructs other Fiscal Office staff on requirements and processes.
- Manages the issuance of agency licensing/titling for agency owned equipment (Vehicles, Vessels, ATV, Snowmobile, Trailers) in conjunction with the Department of Licensing.
Working Conditions:
Work setting: The work these positions perform is office-based work.
Schedule: Typically, Monday – Friday, 40 hours/week between core business hours of 7:00 AM - 5:00 PM. Limited leave approved between July and September due to fiscal/biennial closeout.
Travel requirements: Some travel within Thurston County may be required.
QUALIFICATIONS:
Required Qualifications:
Associate degree in general studies, business, public administration, accounting, economics, statistics, or relevant field, AND two (2) years of professional experience in accounting, budget, finance, payroll, or public administration.
Or
A Bachelor’s degree in a financial-related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager, or Management Accountant, AND one (1) year of professional experience in accounting, budget, finance, payroll, or public administration.
Or
At least six (6) months a Fiscal Analyst 2.
Or
Equivalent experience which is equal to four (4) or more years of professional experience in accounting, budget, finance, payroll, or public administration.
Preferred Qualifications:
In addition to the required qualifications, our ideal applicant will possess some or all the following:
One (1) year of experience in/with:
Working with contracts and grants.
State government Fiscal, Contracts, or budget.
Knowledge of:
Principles and practices of financial record keeping conducting audits and perform accounting functions.
Computer software programs (e.g., Outlook, Excel, Power Point, Word) to facilitate accounting operations.
State and Agency accounting policies and procedures; basic principles of governmental accounting. Demonstrates proficiency in using and understanding AFRS (transaction codes, general ledgers, funds, etc.).
Internal control procedures to protect and safeguard organizational assets and resources.
