JOB DESCRIPTION:
Income & Estate Tax Division
This is administrative work in applying laws and regulations to the assessment of taxes due for individual tax types. This classification is differentiated from Tax Examiner in that it supervises Tax Examiners, Tax Examiner IIs, and Tax Examiner IIIs and is required to handle the most difficult and complex tax problems. This position is located in the Income/Estate Tax Division at 51 Commerce Drive in Augusta, Maine.
Responsibilities include making determinations on amount and type of taxes owed, explaining the relevant law and computation of taxes owed and handling the most difficult and complex tax problems. Senior Tax Examiners work with limited supervision, working closely with the employees under their direction. They need to interact effectively with a wide variety of people, at all different levels-senior managers, subordinates, fellow supervisors, tax/legal professionals and, above all, with taxpayers themselves. They must be knowledgeable, tactful, and professional. Senior Tax Examiners have an integral role in reviewing work of those they supervise and will provide guidance and feedback when appropriate. Senior Tax Examiners are instrumental in hiring and training less experienced examiners. They must have the ability to gather information from a variety of sources, thoroughly review and analyze such information, and make decisions regarding the correct course of action. Strong writing skills are important.
REPRESENTATIVE TASKS:
- Plans, organizes, assigns, and oversees section work to ensure orderly and efficient work flow. Section work for this position involves individual income tax, fiduciary income tax, and estate tax.
- Advises public officials, taxpayers, and their representatives in order to respond to requests for technical information concerning the application of Maine tax laws.
- Answers telephone, writes letters, and gives opinions of a complex nature to the public and professionals in order to provide requested information.
- Develops and coordinates section operations and training in order to ensure established goals and objectives are met effectively and efficiently.
- Researches, reports, and recommends changes in section procedures and practices in order to enhance operational efficiency.
- Participates in decision making related to Income/Estate Tax Division staff and procedures.
REQUIREMENTS:
- Knowledge of state tax laws, rules, and regulations, relating to individual income tax, fiduciary income tax, and estate tax administered by the Income/Estate Tax Division.
- Supervisory experience and knowledge of personnel management concepts.
- Ability to learn and adhere to confidentiality requirements of tax-related information.
- Knowledge of accounting procedures and systems.
- Experience building spreadsheets with MS Excel and creating reports, letters and other documents using MS Word.
- Ability to oversee the work of other technical and/or clerical employees.
- Ability to communicate effectively orally and in writing.
- Ability to interpret and apply state tax laws, rules, and regulations to varying situations.
- Ability to analyze information, reach logical conclusions, and make sound decisions.
- Knowledge of the principles and practices of Individual Income tax related tax administration.
- Ability to use applicable computer programs.
MINIMUM QUALIFICATIONS:
A Bachelors Degree from an accredited educational institution and eighteen (18) months of professional work experience in accounting, auditing, finance, or tax preparation/examination. Equivalent experience may be substituted for education on a year-for-year basis.
Preference may be given to candidates with previous experience in the tax types administered by the Unit.
