The Maine Legislature’s Office of Fiscal and Program Review, a nonpartisan staff office of the Legislative Council, is seeking applicants for a Legislative Fiscal Analyst position. Employees in this position work in our Augusta Office, are enthusiastic about supporting the important work of the Maine Legislature and conduct themselves in a highly confidential, professional and non-partisan manner.
The Legislative Fiscal Analyst:
- Performs research and analysis to estimate the fiscal impacts of proposed legislation, policies and budget initiatives for committees and legislators;
- Incorporates results of analysis in fiscal notes, reports and presentations;
- Develops work priorities, determines methods for collecting and analyzing data and completes assignments at the request of or in consultation with legislators, supervisors and other staff;
- Communicates regularly with state agency staff and other affected parties regarding fiscal impact estimates and budget initiatives; and
- Works independently or collaboratively as needed to complete tasks in a fast paced environment. The Office Director and Principal Analyst may regularly review work products for content, style, form, objectivity and consistency.
Qualifications
- Bachelor’s degree plus five years of relevant experience in economic, fiscal, budget or tax analysis or an advanced degree with at least three years of relevant experience in these areas.
- Strong financial and economic analysis skills required.
- Strong oral and written communication skills, strong organizational skills and attention to detail and accuracy required.
- Experience with state legislative and budget processes preferred.
- Ability to work cooperatively and effectively with legislators, legislative staff, executive agency personnel and others required.
- Proficiency with Microsoft Excel or similar spreadsheet software required.
Salary and Benefits: The salary range for this position is $76,689 to $106,787. The bi-weekly dollar values of some State-paid benefits for full-time employees include $14.92 for dental insurance; 13.29% of employee’s pay towards retirement; and, depending on the employee’s annual pay, at least 85% ($466.54) of health insurance premiums.
