A vacancy exists in the Bureau of Behavioral Health, Department of Health and Human Services.

Under direction, develops, administers, and supervises a major or diverse program providing human services and coordinates the program with other agencies and programs.
- Develops program policies and procedures and supervises their implementation.
- Conducts short- and long-range planning, monitors all components of the program or center and coordinates them into a cohesive functioning entity.
- Evaluates overall program effectiveness and recommends modifications as necessary.
- Assists with preparation of grant proposals and other reports pertaining to the program.
- Assists with preparation and monitoring of program budget.
- Maintains management information systems.
- Represents the program or department in meetings and conferences.
- Develops public and in-service educational or preventative programs.
- Selects and evaluates subordinate employees and/or service providers within the program.
- Provides clinical or program supervision to subordinate case managers and/or service providers, including alcohol and drug counselors.
- Provides administrative supervision to professional clinicians and clerical staff.
- Oversees the daily operation of the program.
- Determines appropriate assignment of clinical or case management cases to staff.
- Evaluates and approves case plans.
- Provides program and case consultation to other community agencies or organizations.
- Handles difficult or unusual cases including formal case reviews.
- Resolves client complaints.
Examples of Other Duties - Evaluates clients for the purpose of establishing a treatment plan.
- Provides individual, group, or family counseling.
- Performs other related duties as required.
Required QualificationsGraduation from an accredited college or university with a bachelor's degree in a social or behavioral science
plusthree years' experience providing human services such as intake/referral, counseling, or educating.
Board of Professional Counselors Approved Supervisor Certification strongly preferred.
(Related education beyond a bachelor's degree may be substituted on a year-for-year basis up to a maximum of two years for the required non-supervisory experience. Additional experience in providing human services may be substituted on a year-for-year basis up to a maximum of two years for the required education. Experience in the supervision and management of a human services program may be substituted on a year-for-year basis up to a maximum of four years for the required education.)
Knowledge, Skills, and Abilities- Knowledge about resources for substance use disorder treatment and harm reduction services in Baltimore County and surrounding jurisdictions.
- Data collection and management skills.
- Skill in working with multiple stakeholders.
- Ability to track deadlines and manage multiple responsibilities.
- Experience and willingness to work in a correctional setting.

EXAMINATION PROCEDUREApplicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes. Employees hired after July 1, 2022 are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.
Some positions may require satisfactory completion of County sponsored CPR and First Aid training. These positions must maintain certification throughout employment.
Physical and Environmental ConditionsThese positions are essentially sedentary with some walking, standing, or other restricted physical activities. Some positions may require traveling between work sites.
Medical Examination and Employment Background InvestigationApplicants selected for employment with Baltimore County must successfully complete a physical examination, drug screening and employment investigation, including, but not limited to criminal background, education certification and fingerprinting checks.
