Primary Purpose of Position: The Construction Analyst will review design and construction documents, specifications, construction cost estimates, and oversee multifamily housing construction to ensure quality standards, energy standards, construction standards, and applicable codes and regulations are met. The position requires extensive travel in the southern part of Maine, with statewide travel as needed. A company vehicle, computer equipment, and company cell phone are provided.
Education and Experience: Education and four years of design and/or construction experience or a combination of education, training, and experience preferred.
Certifications and Licenses: A valid driver’s license. State certified Code Enforcement Officer, LEED Approved Design Professional, Certified Passive House Consultant, or the ability to attain a certification(s) within one year of hire.
Core Functions:
- Review of detailed building and site design documents and specifications and construction cost estimates for new construction, adaptive re-use of historic or other buildings, and substantial rehabilitation of existing affordable multifamily housing projects.
- Review and interpret technical data and reports to ensure the interests of MaineHousing, partners, and customers are met.
- Work closely with MaineHousing staff, contractors, construction managers, developers, and design professionals to ensure design and construction documents meet all applicable federal, state, local and MaineHousing standards and codes.
- Review construction cost estimates to ensure costs are representative of the needed work scopes.
- Conduct project site visits to confirm feasibility, appropriateness, and required scope of work.
- Prepare and issue comprehensive reports of review findings.
- Construction Administration:
- Review contracts, permits, performance guarantees, and other documents to safeguard the interests of MaineHousing, and our partners and customers.
- Visit project sites as necessary to ensure work complies with approved construction documents and acceptable construction practices.
- Conduct accessibility compliance inspections and document all findings.
- Attend job meetings and review construction requisitions and change orders.
- Review loan closing checklist items related to design and construction and provide completed project sign-off recommendations to the Construction Services Manager.
- Provide technical assistance to internal and external partners:
- Conduct courtesy inspections and/or consultations as assigned by the Construction Services Manager.
- Work closely with project development teams as a technical resource.
- Conduct research and complete special projects as assigned.
- Maintain digital project files and documentation.
- Enter and maintain project-specific database information.
- Other duties as assigned.
Skills and Knowledge:
- Knowledge of applicable building and energy codes and standards.
- Knowledge of accessibility regulations, laws, and standards.
- Knowledge of building design and construction, including energy efficient construction methods and systems.
- Strong project management, time management, and organizational skills.
- Strong PC skills using various software (MS Office, Outlook, Bluebeam Revu, Sharefile, etc.).
- Ability to establish and maintain good working relationships with business partners.
- Experience communicating effectively in front of groups.
- Excellent communication skills – oral, written, listening.
- Ability to take initiative, work independently, and utilize creative and analytical skills to resolve issues.
- Provide excellent customer service.
Working Conditions: Fast-paced environment with multiple priorities, interruptions & deadlines. After the initial training period, the position will report to our office in Augusta on an as needed basis with the majority of work being completed via telework.
Reports To: Construction Services Manager Supervises: no one.
The starting hourly rate for the position is $27.95 ($58,136 annually), plus a company vehicle, computer equipment, company cell phone, and a great benefits package, including, but not limited to, health, dental and vision, retirement options with employer match, life insurance, short and long-term disability, employee assistance, generous earned time and all major federal holidays. Employment is eligible for the Public Service Loan Forgiveness Program.
