GENERAL PURPOSE
Under the direction of the Director of Public Works, and in conjunction with the Town Accountant, coordinates, oversees and monitors the financial management systems for the department, which includes budgeting, planning, forecasting, purchasing, accounting, payroll and financial operations; supervises office staff and daily operations, and coordinates the development and implementation of comprehensive administrative services for the Department of Public Works. Responsible for establishing short-range plans and objectives within the scope of department wide policies and common goals.
ESSENTIAL DUTIES AND RESPONSIBILITIES

- Manages all business functions of DPW, including financial reporting, billing and accounts payable oversight, planning, organizing, budgeting, purchasing and procedure development for all office and accounting functions.
- Maintains DPW financial records in accordance with regulations and requirements.
- Develop and implement strategies for effective grant administration, including identifying new funding opportunities, preparing grant applications, and managing awarded grants to ensure compliance with financial and regulatory requirements.
- Supervises all accounts payable and receivables for DPW operations.
- Oversight for all utility billing, contracting for rate analysis and collection in conjunction with the Finance Department.
- Tracks, balances and analyzes budgets and enterprise funds, grant accounts, revolving funds and oversees reporting to ensure effective and efficient use of budgetary funds.
- Provides oversight for all DPW financial activities and procedures.
- Manages DPW Administrative Staff.
QUALIFICATIONS
I. Necessary Knowledge and Skills:
- Strong ability to analyze financial data, prepare comprehensive reports, and make recommendations based on findings.
- Knowledge of grant writing, application processes, administration, compliance, and reporting requirements.
- Familiarity with local, state and federal regulations related to public works, financial management, and procurements procedures.
- Knowledge of municipal utility accounting and billing.
- Proficiency in developing, monitoring, and managing budgets to ensure financial targets.
- Excellent ability to manage multiple tasks, prioritize work effectively, and meet deadlines.
- Strong verbal and written communication skills to interact effectively with both internal and external stakeholders.
- High level of accuracy and attention to detail in financial analysis, data entry, and documentation.
Ability to:
- Oversee and manage the financial operations of the DPW, including budgeting, accounting, and financial reporting.
- Coordinate ongoing projects.
- Effectively manage the full lifecycle of grants, from identification and application to administration, compliance and reporting.
- Present financial information clearly to stakeholders, collaborate with team members, and provide financial guidance and recommendations.
II. Experience and Training Guidelines
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
- Bachelor’s degree in business or related field.
- Minimum of 5 years’ experience including municipal public works or related field, with progressively increased responsibility in general office operations.
- Supervisory experience preferred.
- MCCPPO certification required within 24 months of hire.
PHYSICAL REQUIREMENTS
- Prolonged periods of sitting at a desk and working on a computer.
- Prolonged periods of reading and focusing on financial documents, reports and emails focusing on screens or printed materials.
- Meeting attendance for the Finance Committee will be required.
- Must be able to lift up to 10 pounds at times.
