Brief Description
Manages and supports all phases of the program/system including web servers, database administration, imaging and computerized accounts; new software and hardware purchases and installation to ensure proper functioning of the technology including scanning, indexing, digital microfilming and other functions, and planning and requirements definition, issue resolution, testing and implementation. Works closely with end users to analyze and design systems solutions to business problems and needs. Ensures compliance with established County policies and procedures. Management Scope: Supervises exempt and/or non-exempt employees.
Detailed Description
Provides daily support by meeting with end users to define business, financial, and operational requirements to resolve business process issues, and to enhance business processes, operations, and information process flow for all division within the department. Reviews and analyzes the effectiveness and efficiency of existing business processes and develops strategies for improvement. Consults with division management and conducts research, and performs end-user reviews of the systems to assure optimal performance, efficiency, and effective delivery of service throughout the full operational cycle of the computer systems and the systems’ flow of processing activity. Collaborates in the planning, design, development, and deployment of new applications, and enhancements to existing applications. Engages with vendors, system owners, end-users, and key County partners to define business needs, operational requirements, and identify systematic issues or needs. Leads and participates in design sessions to enhance information flow, business processes, and operational functions. Participates in projects involving observation, utilization testing, deployment, and training of technical applications. Provides status reports and updates regarding project schedule. Reviews and analyzes documented business processes for the department to ensure compliance with applicable federal, state and local laws and County code. Consults with division management within department to review current processes and provides recommendations on operational workflows and to leverage existing applications’ effectiveness and efficiency. Monitors the department website to assure accurate and current information are readily available and operating at optimal performance. Reviews Requests For Proposal from a technical perspective to support the purchase and implementation of software that meets the needs of the business functions. Assists with the development of training materials and coordinates training activities for the department. Performs other duties as assigned.
Job Requirements
Education, Experience and Training: Education and experience equivalent to a Bachelor's degree from an accredited college or university in Business, Computer Science, Information Technology, or in a job related field of study. Two (2) years of related experience in information technology based software/hardware.
Special Requirements/Knowledge, Skills & Abilities: Skilled in the use of standard software applications. Ability to effectively communicate both verbally and in writing, and establish and maintain effective working relationships with employees, departments and the general public. Ability to identify and analyze end-user problems; ability to organize information in a logical manner and devise practical solutions to problems; ability to operate a personal computer, peripherals and basic office equipment; ability to assists Elected Officials/Department Heads with technical specifications for Requests for Proposal and Invitations for Bid. Must pass a background investigation.
Physical/Environmental Requirements: Physical requirements include occasional lifting/carrying of 5-10 lbs.; visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to operate computer keyboard and basic office equipment. Subject to handling, walking, sitting, standing, bending and reaching to perform the essential functions.
