Applied Technology Services (ATS) is seeking a Business Analyst to support the Criminal History and Arrest /Disposition System who possesses a minimum of five (5) years of experience in the criminal justice field.
Requirements:
The Senior Business Analyst is responsible for engaging end users and business analysts in gathering & defining business requirements, data validation and analysis, identifying, documenting, and testing system and process changes, and conducting data gap analysis. This role interacts with all levels of the organization as well as representatives of Public Safety and sister agencies, including the District and Circuit courts of MD, other in-state criminal justice agencies and federal agencies to plan for integration and coordination of tasks. The position requires strong problem-solving, business process, time management and data analysis skills. This person will document business processes and requirements, design and develop reports, and other informational capabilities required to support the reporting/analytics needs of the Project Management Office.
- B.A. or B.S. (focus in Computer Science, Information Systems, Business Management, Engineering, or related area of study is a plus).
- A minimum of 8 years of experience with Criminal Justice, Law Enforcement, or Courts systems.
- Results-oriented, technical, and analytical skills, excellent organizational skills and detail oriented, with proven record for understanding stakeholder needs.
- Clear written and verbal communication skills, with both technical and non-technical teams.
- Ability to work independently and in a team.
- Good understanding of the Requirements Process from elicitation to verification and validation.
- Experience with Requirements Elicitation: apply different industry techniques to facilitate meetings and workshops, create a shared understanding with stakeholders, and engage team-members.
- Experience with Requirements Analysis and Prioritization: collaborate with stakeholders and product teams to further refine requirements and prioritize based on alignment with strategic goals of the organization.
- Experience with Requirements Documentation: experience applying industry best practices to express requirements.
- Experience with documenting complex business and functional requirements for software development.
- Experience with business use cases and mockups creation.
- Be able to act as a liaison between the business area customer/user, testing groups and development groups to ensure that scope items for a release are accurately implemented and tested from the business perspective.
- Be able to support and coordinate end-user activities, such as user acceptance testing, documentation, and training.
- Experience with relational databases (RDBMS).
- Experience in isolating, replicating, reporting, and verifying defects and defect fixes.
