Overview:
We are seeking a Monitoring, Evaluation, and Learning (MEL) Advisor for our Education and Adolescent Empowerment (EAE) Unit. This role is integral to the success of our programs, providing the technical expertise needed to drive the design and implementation of rigorous MEL systems. These systems are essential for collecting and analyzing data that will inform our strategies and interventions, ultimately ensuring that our projects have the maximum possible impact.
The MEL Advisor will work closely with various stakeholders, including project teams, country office staff, and external partners. Your role will involve conducting detailed quantitative and qualitative data analysis, producing impactful knowledge documents, and offering technical assistance to enhance the capacity of country office teams. This position is perfect for someone who is passionate about education and adolescent empowerment and has a strong background in MEL practices.
Responsibilities:
Technical Assistance on MEL and Research Design/Implementation
- Conduct Independent Mixed-Methods Analysis: The MEL Advisor will independently perform mixed-methods analysis of quantitative and qualitative data from large-scale projects.
- Provide Expert Guidance: You will offer expert guidance on designing and implementing sophisticated MEL systems and research projects.
- Capacity Building: One of your key responsibilities will be to build the capacity of country office staff and partners in MEL practices.
Knowledge Management and Capacity Building
- Support Project Teams: You will support project teams in identifying, documenting, and disseminating impact results and lessons learned.
- Enhance Knowledge Management: Your role will involve enhancing knowledge management within the organization.
Resource Mobilization
- Contribute to Proposal Preparation: You will contribute to the preparation of proposals for new projects, highlighting the impact results and best practices from previous and ongoing projects.
- Develop Capacity Statements and Donor-Focused Products: Your role will involve developing capacity statements, donor-focused products, and presentations that support CARE’s resource mobilization efforts.
Team Membership and Strategic Contributions
- Participate in Planning and Consultative Meetings: You will actively participate in unit and cluster-level planning and consultative meetings.
- Support EAE Unit Objectives: You will perform other duties as assigned to support the EAE Unit’s objectives.
Qualifications:
- Education: A Master’s Degree in Social Sciences, Education, Public Health, Sociology, or a related field is required. A PhD in a relevant field is preferred.
- Experience:
- Advanced training or demonstrated experience in quantitative data analysis and mixed-methods approaches is essential.
- A minimum of 3-5 years of professional experience in research and advanced quantitative data analysis is required.
- Skills:
- Proficiency with statistical analysis packages (e.g., SPSS, STATA, SAS, R) is essential.
- Excellent English writing skills are required.
- Familiarity with electronic data collection tools such as ONA, Kobo, or ODK is important.
- An understanding of gender-transformative approaches to development is crucial.
- Skills in designing assessment and participatory tools for children/adolescents are necessary.
- The ability to collaborate with diverse teams and communicate complex topics effectively is essential.
