This advertisement is for a Career Service position located at Central Office in the Office of Information Technology.
Salary Rate: $70,660.98 annually
SALARY WILL BE DETERMINED IN ACCORDANCE WITH CURRENT PAY POLICY.
SPECIFIC DUTIES & RESPONSIBILITIES:
- Assists the Office of Information Technology (OIT) Bureau Chief of Business Solutions with workflow management tasks relating to OIT administrative programs such as contract/vendor management, procurement, procedure manual revisions, and information technology audits.
- Assists the OIT Bureau Chief of Business Solutions in ensuring that OIT services are delivered with a high degree of customer service and satisfaction.
- Serves as consultant to higher level supervisory and/or administrative personnel in the coordination of contract management, vendor management, invoice approvals and/or procurement.
- Oversees management and compliance with all OIT staff augmentation contracts and assists in the management of OIT contracts, data sharing agreements, and memorandums of agreement/understandings as well as Contract/PO/SOW Addendums. This may include the development of scope of work, procurement, contract, and agreement documents. Provides technical assistance and guidance in preparing required corrective plans and validating corrective actions taken are sufficient.
- Ensures the timely review and processing of vendor invoices in accordance with established policies and procedures and not to exceed within 7 business days from the date of receipt.
- Conduct evaluations of staff augmented personnel where appropriate and facilitate administrative tasks in the hiring and dismissal of staff augmented personnel. Draft and issue appropriate onboarding and termination letters.
- Manage staff augmented resource hours and review/approve associated timesheets. Ensure each staff augmented resource is following and aware of the onboarding standards, including policies and procedures (i.e., dress code policy, Employee handbook, etc.), in accordance with the staff augmented state term contract.
- Leads or participates in meetings with all-level of stakeholders in reviewing the progress of staff augmented contracts, burn rates associated with purchase order hours, and provide updates on the status of associated contracts.
- Leads or participates in meetings with vendors and provide updates on the status of associated contracts and receipt of deliverables, if applicable.
- Creates, manages, ensures adherence to contract management processes, policies, and procedures. Ensures timely tracking of vendor’s compliance with the terms of the contract utilizing the Contract Management Plan for time and material or deliverable based contracts.
- Maintains contract artifacts in accordance with contract management standards and other documentation as necessary to meet agency standards.
- Assist in collecting information as requested upon receipt of formal audit or as requested by management.
- Develop and/or assist with the development of new or edits to existing procurement documentation including collaboration with the OIT Procurement Manager on scope for new projects, including requests for quotes and competitive solicitations.
- Coordinate with FDC Bureau of Procurement regarding solicitation development and pre/post procurement activities of all staff augmented positions.
- Assist other contract managers with data collections, meeting facilitation, documentation, and other contract management needs.
- Assist with daily, weekly, and monthly operational contract, procurement, procedure and/or administration tasks, reporting, performance, and productivity. Assists in the development of new and refinement of established IT policies, procedures, practices, and methods. Creates and maintains templates for contract/vendor management documents based upon established standards and/or industry best practices.
- Handles duties and responsibilities expeditiously, proactively, and follows-through on action items, tasks, and projects on time to successful completion. On occasion these duties and responsibilities may occur before or after standard business hours.
- Participate in the IT Governance process within the Department, if applicable.
- Adheres to FDC policies and procedures in the workplace and performs required training.

REQUIRED QUALIFICATIONS:
- Florida Certified Contract Manager (FCCM) or 2 years contract management experience.
PREFERRED QUALIFICATIONS:
- Florida Certified Contract Manager (FCCM) is preferred.
- Florida Certified Contract Negotiator (FCCN) is preferred.
- Must have Microsoft Office Application experience.
