The notice of the last day to file applications will be posted on the State of Hawaii's Civil Service Job Opportunities Listing page of our website.This position is located within the Department of Human Services, Human Resources (HR) Office, Records and Support Services Staff and is responsible for the review and processing of all human resources transactions to ensure that legal and procedural requirements are met.
Duties and Responsibilities:- Processing the full range of HR actions (new hires, transfers, promotions, demotions, separations, leave without pay, etc.) for all employees within the Human Resources Management System.
- Independently performing substantive human resources clerical work that includes a significant proportion of those of a novel and/or unusually complicated nature which presents many possible alternative courses of action and requires use of considerable judgment.
- Performing limited technical assistance work and other related duties as assigned.
- Providing guidance or supervision to lower-level general clerical or human resources clerical positions, with responsibility for training, developing and improving work procedures and materials, and scheduling and monitoring work assignments.

The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
General Experience: One year of progressively responsible general office clerical experience.
Specialized Experience: Three years of experience in an office where the work required the knowledge and application of pertinent human resources rules, regulations, procedures and program requirements.
Selective Certification Requirements:Certification of eligible individuals shall be restricted to applicants who meet the minimum qualification requirements for the Human Resources Assistant V class of work, and whose work experience included at least
one (1) year which involved substantive preparation, processing, and/or auditing of pay and HR actions/forms and the provision of advisory services on pay and HR actions.
Supervisory Aptitude: Some positions may require possession of supervisory aptitude. Supervisory aptitude is the demonstration of aptitude or potential for the performance of supervisory duties through successful completion of regular or special assignments which involve some supervisory responsibilities or aspects of supervision, e.g., by serving as a group or team leader; or in similar work in which opportunities for demonstrating supervisory capabilities exist; or by the completion of training courses in supervision accompanied by application of supervisory skills in work assignments; and/or by favorable appraisals by a supervisor indicating the possession of supervisory potential.

Driver's License: Some positions require possession of a valid driver's license at the time of appointment.
PUBLIC SERVICE LOAN FORGIVENESS (PSLF) PROGRAMThe PSLF Program is a federal program that is intended to encourage individuals to work in public service by forgiving the balance of their federal student loans. To qualify, the individual must have made 120 qualifying payments while employed by a qualifying employer.
