Enabling Environment & Human Rights Officer (GMG/SEG 3) (Band 9) (Vacant)
JOB PURPOSE
Reporting to the Prevention Programme Manager, the incumbent is responsible for developing programs in accordance with the strategic plans for HIV, Sexually Transmitted Infections, and Tuberculosis. The focus is on fostering an enabling environment, reducing stigma and discrimination, and integrating a rights-based approach to reduce structural barriers and improve access to services for the prevention and control of HIV, sexually transmitted infections, and tuberculosis.
KEY OUTPUTS
- Develop an individual work plan for implementing and monitoring programs and activities that foster an enabling environment.
- Provide technical guidance for the development of enabling environment and rights-based work plans for Regional Health Authorities (RHA) and other partners.
- Develop strategies for reducing stigma and discrimination at the service delivery level through public awareness and capacity building.
- Create detailed implementation plans for enabling environment and human rights (EEHR) strategies with timelines for deliverables against objectives and targets.
- Complete monitoring and progress reports.
Key responsibility areas INCLUDE:
A. Management / Administrative Responsibilities
- Coordinate sub-unit activities to ensure programs align with the National Strategic Plans and the Ministry of Health and Wellness’ Strategic Business Plan.
- Provide necessary documents for review by the GOJ and funding agencies.
- Facilitate the preparation of work plans for implementation partners.
B. Technical Responsibilities
- Identify areas to strengthen health service delivery related to enabling environment and human rights response.
- Design and deliver awareness activities to promote a rights-based approach and reduce stigma and discrimination.
- Liaise with various communities to address structural barriers affecting prevention, treatment, and care outcomes.
- Ensure human rights are mainstreamed in service packages for prevention, treatment, and care services.
- Contribute to advocacy efforts for monitoring and enforcing related policies.
- Collaborate on public health policies with partners.
- Oversee RHA work to ensure alignment with program objectives.
- Develop national capacity building strategies for an enabling environment.
PERFORMANCE STANDARDS
- Timely preparation of work plans and completion of activities and reports.
- Compliance with reporting requirements.
Minimum Required Education and Experience
- Master’s degree in relevant fields with 3 years of professional experience OR Bachelor’s degree with 5 years of experience.
- Experience in public policy and/or human rights is advantageous.
