POSITION SUMMARY:
HealthQ is seeking a Clinical Services Director who will be responsible for ensuring compliance with regulatory and accreditation requirements, and overseeing programs and clinical operations, ensuring the delivery of high quality, evidence-based, compassionate, patient-centered healthcare at our multi-site sexual and reproductive health organization.
A key member of the leadership team, the Clinical Services Director serves as HealthQ’s Program Director for the MDPH Sexual & Reproductive Health Program, Quality and Risk Management Officer, and Compliance and Privacy Officer.
The ideal candidate will have experience delivering sexual and reproductive health services and quality compliance in a regulated environment, strong project management and education or mentoring skills, and a demonstrated commitment to centering equity, reproductive and social justice, and liberation with a willingness to contribute towards HealthQ’s efforts in becoming an anti-racist organization. They’ll create opportunities for everyone in the organization to participate in the development and implementation of projects that create a healthy and safe work environment, reduce unconscious bias, close health equity gaps, and improve patient experience and overall systems of care for patients who historically and currently experience disparities in care.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Program Management (Approximately 30% of the role)
- Develop, initiate actions to implement, monitor, and report on the MDPH-SRH Program annual workplan. Complete and ensure timely submission of required documents (workplan, self-assessment tool, reports).
- Establish clinical goals and metrics in partnership with the Executive and Medical Directors.
- Ensure timely submission of federal, state and funders data and reports.
- Implement and evaluate medical standards in partnership with the Medical Director.
- Develop, update, and maintain protocols, policies and procedures, medical forms, patient education materials and related documents to assure current, evidence based clinical practice, in collaboration with the Medical Director and leadership team.
- Oversee clinical services training program. Develop, update and maintain training policy, required trainings catalogue, competency assessment tools, and tracking system for compliance reporting.
- Oversee management of the organization’s shared file folders to ensure up-to-date materials are readily available to staff. Ensure documentation of required approvals prior to publishing document/material changes.
- Oversee maintenance of medical record documentation in EHR system in compliance with regulatory requirements, standards of care and EHR policies and procedures. Evaluate operational functionality of EHR and create templates and tools as needed to meet organizational needs.
- Co-develop and adhere to budgets. Ensure timely approval of department payroll, invoices, bills, and receivables.
Quality/Compliance (Approximately 30% of the role)
- Ensure HealthQ meets or exceeds regulatory and accreditation standards. Maintain up-to-date knowledge of corporate compliance requirements and related laws and regulations; attend outside corporate compliance trainings as directed.
- Enforce day-to-day compliance with policies and procedures. Conduct audits and investigations as needed. Prepare reports and presentations on findings. Work with Clinical Services team members to develop and implement corrective action plans.
- Lead development, surveillance, and enforcement of infection prevention and control protocols.
- Prepare for, and participate in, accreditation surveys and site visits of regulatory agencies.
- Oversee processes for internal incident reporting. Investigate, evaluate, and report on adverse events. Work closely with Medical Director to create, execute, and evaluate improvement plans related to non-compliance and adverse events. Maintain incident reports.
- Ensure HealthQ is in compliance with oversight body (e.g., state board of medicine, state board of nursing, board of pharmacy, CLIA (moderate complexity lab standards), OSHA, CMS, 340B, DEA, MSCR, MDPH), and other state laws, federal laws, regulatory and funding program (MDPH-SRH, Title X) requirements.
- Ensure HealthQ’s policies, practices, and facilities are in compliance with MDPH license standards at all times.
- Consult with equipment, service, laboratory, and medical consumable suppliers to ensure they meet quality and compliance standards.
- Submit mandatory notification of known or suspected corporate compliance violations to the appropriate regulatory agencies, in consultation with the Executive Director.
- Create and maintain compliance resource library for reference.
- Manage and maintain complete, accurate files, ensure proper approvals and scheduled reviews of documents.
- Ensure maintenance of provider credentialing. As part of the credentialing process, review verification reports, manage and document discrepancies.
- Develop and maintain policies and procedures related to the corporate risk management program.
Staff Management (Approximately 30% of the role)
- Manage a team of about 10 Clinical Services staff.
- As part of the leadership team, be a driver of organizational culture and a champion for organizational values. Foster a positive and collaborative work environment to ensure compliance and advance health center progress toward operational goals, metrics and measurements.
- Provide direct supervision to clinicians and other licensed staff, including coaching, support and mentoring for their ongoing professional development.
- Oversee the clinical care provided by licensed staff, ensuring optimal service delivery, customer service and quality outcomes for patients, within productivity and budget parameters, and routine evaluations by the Medical Director.
- Provide direct supervision and collaborate on workplan development for the facilities manager, the clinical services administrative coordinator, and the laboratory technical consultant.
- Oversee the management of Clinical Services team scheduling and time off coordination.
- Collaborate with Human Resources Manager and other team members to recruit, hire, onboard and coordinate training of Clinical Services staff.
- In collaboration with the Medical Director, organize, establish agendas, and facilitate, clinical committee meetings, and manage follow-up.
- Organize, establish agendas, and facilitate Clinical Service team meetings, and manage follow-up.
- Foster a culture of transparency and communication, regularly providing updates and reporting anticipated and unexpected changes and data to the Clinical Services team.
- Support Clinical Services team, directly and timely, in any instance of adverse experience, concern, or inquiry. Address and resolve complaints and grievances in a timely manner, escalating concerns to HR when necessary for guidance and resolution.
- Ensure staff competency and adherence to standard operating procedures and organizational policies.
- Assist in planning and implementation of onboarding, quarterly, and annual training and evaluation programs, in conjunction with Human Resources.
- Draft and deliver performance reviews for Clinical Services team in accordance with organization’s standards.
External Relations (Approximately 10% of the role)
- Represent HealthQ externally, strengthening existing and forging new partnerships, to expand and improve clinical services.
- Serve as external spokesperson for HealthQ as needed regarding clinical service matters.
- Oversee relationships with external partners regarding clinical learner placements at HealthQ.
- Attend conferences and seminars as needed.
Other Responsibilities
Perform other duties as assigned.
Experience/Skill Requirements
- Five (5) years of experience in the clinical management of reproductive health or OB/GYN service delivery, quality improvement, and budget skills required. Experience managing direct services staff. Expertise in transforming clinical staff into a highly functional team within multi-site clinical operations is preferred.
- Superior attention to detail.
- Excellent analytical skills and ability to accurately interpret complex policies and regulatory documents.
- Knowledge of medical delivery systems, clinical issues, agency standards (CLIA, OSHA, Title X), guidelines, and best practices.
- Ability to read, analyze, and interpret common technical journals, medical reports, and legal documents.
- Experience and confidence in identifying and implementing evidence-based practices.
- Time management and organizational skills and able to meet deadlines.
- Excellent oral and written communication skills.
- Ability to respond to common inquiries or complaints from regulatory agencies, patients or members of the medical community.
- Proven ability to work harmoniously and effectively with individuals across the spectrum of diversity at all levels within and outside of an organization.

Knowledge and Education Requirements:
- Master’s Degree in Public Health, Healthcare Management, or a relevant field.
- A foundational understanding of structural racism and the systems of oppression that contribute to health inequities in our communities.
Other “nice to have” skills:
- Massachusetts licensure as an Advance Practice Nurse, Certified Midwife, and/or Physician’s Assistant.
- Experience in services including but not limited to abortion, ultrasound, sterilization, analgesia/sedation, and gender-affirming care.
- Management experience in a Title X program or with Title X grants.
- Compliance or Ethics Certification.
- Experience with health equity practices and/or study.
- Ability to effectively present information to board of directors and/or public groups.
- Bilingual preferred, especially Spanish, Portuguese, and/or Haitian Creole.
Travel Requirements: This position requires travel between different HealthQ health centers on an as-needed basis. HealthQ’s 3 health centers are within 10 - 22 miles of each other. Travel reimbursement at the IRS mileage rate to non-home sites is provided.
Availability: The job will at times involve evening and/or weekend hours.
COMPENSATION AND BENEFITS
Compensation
The hiring salary range for this position is $78,834 - $98,543, and the starting salary offer will primarily be determined by the years of experience the candidate brings to the role. HealthQ offers annual increases and will consider a relocation reimbursement for candidates willing to relocate for the role.
